    In a serious case of animal neglect and illegal dog breeding, Edith Nixon, a resident of Monkton Close in Stanhope, has been found guilty of multiple violations under the Animal Welfare Act 2006. The case, brought forward by Ashford Borough Council, highlights the troubling practices that led to the suffering and death of numerous puppies under her care.

    Between 2020 and 2022, Nixon was responsible for breeding at least ten litters of Pomeranian puppies. Despite her active breeding activities, she failed to obtain the necessary animal activity license required for such operations. Her methods included advertising her dogs through various social media platforms and placing advertisements on the classified site Freeads, aiming to attract potential buyers.

    The investigation was initiated after a complaint was lodged by a buyer who purchased one of Nixon’s puppies. This complaint prompted authorities to scrutinize her breeding practices more closely. During questioning, Nixon admitted that several puppies had died due to a lack of milk, a clear indication of neglect and insufficient care. It became evident that she lacked the basic knowledge and understanding necessary to properly care for the puppies, which could have prevented their suffering and untimely deaths.

    Further concerns arose from her failure to respond promptly when the puppies were observed to be subdued and lethargic. She demonstrated a lack of awareness about how to identify signs of dehydration or illness in young dogs. Additionally, Nixon did not implement any systematic process to monitor the puppies’ health, such as regular weighing to track their growth and ensure proper nutrition.

    On March 13, 2024, Nixon appeared before Folkestone Magistrates Court, where she pleaded guilty to all charges related to her illegal breeding activities and neglect. The court’s decision underscores the importance of strict enforcement of licensing laws designed to protect animal welfare.

    Local authorities and animal welfare organizations have expressed their concern over such cases. Cllr Liz Wright, Cabinet Member for Communities and Health, emphasized the significance of licensing checks and inspections. She stated, “This case sends out a clear message that the council will not tolerate the flouting of licensing laws that regulate this sector. The checks, inspections, and monitoring associated with licensing help to ensure that premises are suitable for dog breeding, that the licensee is competent, and that the welfare of the dogs and pups is not compromised through the breeding activity. It also acts to give buyers confidence that the pets they purchase come from a reputable breeder, who is subject to routine and unannounced inspection.”

    Following the court proceedings, RSPCA Kent’s Chief Inspector Nick Wheelhouse highlighted the exploitation of puppies for profit, noting that some breeders neglect the health and welfare of their dogs. He urged prospective dog owners to consider adopting from rescue centers instead of purchasing puppies from unregulated breeders. Wheelhouse also recommended using tools like The Puppy Contract to ensure that new pet owners acquire healthy, well-cared-for dogs.

    As part of her sentencing, Nixon was ordered to complete 100 hours of unpaid work. She was also fined £2,701.50 in costs and required to pay a victim surcharge of £114. However, there was no mention of a ban on her future involvement in dog breeding activities. This case serves as a stark reminder of the importance of proper licensing, animal welfare standards, and public awareness in preventing such neglect and exploitation.
