BRIAN ROWE AND SHOCKING SEX OFFENSES IN CORNWALL

Concerns about Brian Rowe's behavior were so significant that authorities imposed a sexual risk order on him even before any criminal charges were formally brought against him.

The situation escalated when it was revealed that Rowe, a known steam engine enthusiast, had predatory intent toward two young sisters he met at a rally in Cornwall, leading to grave accusations of grooming and abuse.

Brian Rowe, aged 54 and residing in Ruthernbridge near Bodmin, appeared before Truro Crown Court to receive his sentence after admitting to breaching the sexual risk order, as well as guilty pleas to charges of sexual assault of a girl under the age of 13 and engaging in sexual activities with a minor.

The case was prosecuted by Emily Pitts, who detailed the troubling sequence of events that led to his conviction.

Back in December 2015, authorities had issued a sexual risk order against Rowe due to mounting concerns about his behavior, even though there was insufficient evidence at that time to press criminal charges.

Among the restrictions stipulated by this order was a prohibition on him having contact with any child under 16 unless the child's parents were informed and aware of the order's existence.

The purpose of such a measure was to prevent further harm, yet it was apparently not followed, as evidence later demonstrated.

The troubles intensified in August 2019 when Rowe attended a steam engine rally in Cornwall.

During this event, he spent considerable time with a family, including two young sisters who were unaware of his restrictions.

Witnesses testified that Rowe kissed one of the girls on the lips and subsequently, over the next few days, managed to isolate her in a private setting.

It was during this time that he proceeded to put his tongue in her mouth and touched her private parts, actions that crossed serious boundaries of appropriate conduct.

In addition, allegations revealed that Rowe had also touched the other girl’s breast and around her genital area, further evidencing a pattern of grooming behavior and sexual misconduct.

The acts of abuse and grooming came to light only when the two sisters, in an effort to recount what had happened, wrote a detailed note describing their experiences.

Representing Rowe in court, lawyer Emily Cook expressed regret for his actions, stating that he had worked diligently throughout his life in farming and factory work.

She emphasized his deep sense of shame and expressed that Rowe was uncertain as to why he behaved in such a manner, wishing instead to seek help and rehabilitation.

Cook argued that Rowe’s prospects for reform would be best served through community-based programs rather than incarceration.

Judge Robert Linford responded to the case’s gravity by describing the offenses as extremely serious, but also highlighted that a short prison sentence would deprive the justice system of an opportunity to intervene constructively.

He believed that proper treatment and rehabilitation would serve the community better.

As a result, Rowe was sentenced to a three-year community order.

In addition, he was placed under a sexual harm prevention order, with strict conditions including the requirement to complete a designated rehabilitation treatment program.

The judge also issued a stern warning: any breach of these conditions would lead to a prison sentence of 27 months.

The case underscored the importance of monitoring individuals with known predatory behavior, particularly when they have prior restrictions in place, in order to protect vulnerable children from further exploitation.
