In a case that has shocked the local community in Newport, Andrew Carr, a 23-year-old man, has been officially placed on the sex offenders’ register for a period of five years following an incident where he was caught performing a lewd act from his flat window. The incident took place in broad daylight, with Carr’s actions witnessed by schoolgirls from Adams’ Grammar School, who were sitting on a bench nearby.

According to court reports, Carr’s inappropriate behavior was observed by a bystander who was parked in the vicinity. The witness saw Carr looking out from his flat situated on High Street, Newport, and engaging in a lewd act while the girls were in plain sight.
