A man identified as Yves Tempels has been sentenced to six months in prison following a series of unsettling and inappropriate actions in Blackburn town centre.

The incident, which took place on Sunday, August 4, has left the local community deeply disturbed and concerned about safety and the well-being of children in the area.

According to court proceedings at Blackburn Magistrates' Court, Tempels, aged 40 and residing on Hermitage Street in Rishton, engaged in bizarre and threatening conduct that caused significant distress among parents and bystanders.

His actions included approaching young children in a public space, exhibiting inappropriate behavior, and racially abusing a security officer who attempted to intervene.

The court heard that the troubling events began outside Holland and Barrett in The Mall, where a mother was accompanied by her two children, aged seven and four.

Tempels approached the four-year-old child and initiated a conversation, saying “come on,” before crouching down and reaching out to the child's arm.

The mother was immediately alarmed, fearing that his intentions might be malicious or that he was attempting to abduct her child.

Her concern was compounded by the fact that his behavior appeared unpredictable and potentially dangerous.

Shortly thereafter, witnesses observed Tempels in a nearby McDonald's, where he was seen talking to himself and displaying signs of intoxication.

He removed a painting created by children from a wall and began kissing it, all the while using foul language.

A man present at the scene asked Tempels to cease swearing, but the situation escalated when Tempels followed him and his family.

The man reported that Tempels touched his daughter's hair and appeared to be sniffing her hair, which heightened the sense of alarm.

Additionally, Tempels was observed touching the foot of a baby in a pram nearby, further alarming those present.

The situation took a more disturbing turn when security guard Mubeen Khalifa attempted to address Tempels' behavior.

During this intervention, Tempels racially abused Khalifa by calling him a “monkey,” a deeply offensive and unacceptable remark.

The incident is particularly concerning given Tempels' criminal history; he has previously been convicted of sexual offenses and is currently registered as a sex offender.

Court records indicate that he is serving a sentence for breaching sex offender registration requirements and appeared via video link from prison during the hearing.

Prosecutor Nicola Mills emphasized the seriousness of the case, highlighting the distress caused to the victims and the troubling racial element of the abuse.

She noted that the incidents had a “worrying undertone,” especially considering Tempels' past convictions.

As part of his sentence, he was ordered to pay £80 in compensation to each of the three victims involved in the incidents.

In mitigation, defense lawyer Richard Prew explained that Tempels had recently suffered a fall resulting in head injuries that required hospital treatment.

He suggested that the injuries, combined with alcohol consumption following his discharge, may have exacerbated his condition and contributed to his behavior.

Prew also mentioned that Tempels has mental health issues and that he does not remember the events of that day, adding a layer of complexity to his case.

Overall, the court's decision reflects the gravity of the offenses committed by Yves Tempels and underscores the importance of safeguarding vulnerable individuals, especially children, from such disturbing conduct in public spaces like Blackburn.
