WILLIAM BIRCHALL FROM COLNE CAUSES TROUBLE FOR SEX OFFENDER REGISTRATION IN LATEST INCIDENT
In September 2017, a serious oversight by a convicted sex offender from Colne resulted in legal consequences, highlighting ongoing concerns about compliance with registration laws. William Birchall, aged 61, who is mandated to remain on the sex offenders' register for life, found himself in trouble after failing to complete his annual registration at the police station, an obligation that is strictly enforced by law.According to court proceedings, Birchall claimed that he had simply 'forgotten' to sign on the register during the designated period. This omission was considered a breach of the notification requirements that he is legally obliged to fulfill each year. The incident took place between Friday, August 4th, and Tuesday, August 15th, in Colne, where Birchall resides on Allendale Street.
Prosecutor Miss Parveen Akhtar explained to Burnley magistrates that Birchall had previously registered on August 4th of the previous year, fulfilling his obligation at that time. However, a year later, he failed to return and sign the register again, which is a clear violation of the law. The police, upon discovering this breach, took swift action. Officers visited Birchall’s residence on Tuesday, August 15th, and subsequently arrested him for failing to comply with the registration requirements.
During the court hearing, Birchall admitted to the offence of failing to update his registration details, acknowledging that he had neglected to sign the register during the specified period. As a result, he was fined £253, with additional costs of £85 and a victim surcharge of £30. The case underscores the importance of strict adherence to registration laws for sex offenders and the ongoing efforts by law enforcement to ensure compliance and public safety in Colne and beyond.
