VIKTOR SMIRNOVS SENTENCED IN WARRINGTON FOR CHILD SEX ABUSE IMAGE OFFENSES

Viktor Smirnovs, a man with a troubling history linked to Warrington, has been sentenced to prison after authorities uncovered that he continued to view and possess child sexual abuse images despite previous warnings and legal restrictions.

Police officers from Cheshire Police executed an unannounced search at his residence on Watkin Street in Warrington on September 9.

The operation was part of ongoing efforts to monitor and control sex offenders, especially those with a history of viewing or possessing indecent images of children.

During the search, officers gained entry into Smirnovs' home and questioned him about the presence of any additional devices or materials that might violate his legal obligations.

Initially, Smirnovs claimed he had no further devices or information to disclose.

However, during a thorough search of his property, officers observed him attempting to conceal something down his trousers.

This led to the discovery of a mobile phone tucked inside his underpants.

The device, a Google Pixel phone, along with its hard drive, had not been registered with police, which was a violation of the conditions set by his sexual harm prevention order.

Further forensic analysis of the phone revealed disturbing content.

Authorities found a total of 216 images and videos depicting child abuse, with 29 classified as Category A—indicating the most severe forms of abuse involving rape—28 as Category B, and 162 as Category C.

These findings confirmed that Smirnovs had been in breach of his legal restrictions, which included a 10-year sexual harm prevention order and mandatory registration as a sex offender.

It was also discovered that Smirnovs had downloaded additional illicit material upon his return from Latvia, where he had previously gone after being caught with hundreds of indecent images.

His prior sentence, handed down in November 2023, was a 15-month jail term suspended for two years.

Despite this leniency, he failed to comply with the terms of his sentence and continued to access and possess illegal content.

During police interviews, Smirnovs refused to answer questions, replying only with 'no comment.' The seized devices and data were sent for forensic examination, which confirmed the presence of child abuse images.

The authorities also found references to a bank account and Gmail email account linked to him that had not been registered with the police, breaching his sex offender registration obligations.

In court, Judge Anil Murray, who had previously sentenced Smirnovs, emphasized that there was no reason to avoid activating the suspended sentence.

Consequently, Smirnovs was sentenced to an immediate term of 20 months in prison.

The existing sexual harm prevention order and registration requirements remain in effect, continuing to monitor his activities and prevent further offending.

During the sentencing, it was noted that Smirnovs had struggled to confront the reasons behind his interest in such disturbing images, revealing a darker side of his personality.

His legal representative, Paul Wood, acknowledged that he required rehabilitation to address these issues.

The case underscores the ongoing challenges faced by authorities in managing and rehabilitating sex offenders, especially those with a history of viewing child abuse material, in Warrington and beyond.
