TOBY LUCAS SENTENCED FOR CHILD ABUSE ON THE ISLE OF WIGHT
Two individuals have been sentenced to prison for the severe physical abuse of a child on the Isle of Wight, following a thorough investigation by specialist officers.On 2 May 2025, Portsmouth Crown Court sentenced 29-year-old Toby Lucas of Sunset Close, Freshwater, and 25-year-old Courtney Strong of Medeway, Sandown, after both pleaded guilty to charges of assault, ill-treatment, or neglect of a child under ten, which caused unnecessary suffering or injury. Both defendants opted not to contest the evidence presented against them during an earlier plea hearing.
Investigation into the abuse was triggered by concerns from a third party. The Isle of Wight Child Abuse Investigation Team (CAIT) recovered video footage showing the victim, a child under ten, restrained with tape and subjected to repeated physical harm by Lucas. Strong was present throughout the assault, yet did not intervene or inform authorities. The footage clearly displayed injuries consistent with sustained assault and visible signs of distress in the child.
Officers conducted forensic examinations of digital devices, obtained medical assessments of the child's injuries, and gathered witness statements. Under Section 1 of the Children and Young Persons Act 1933, both Lucas and Strong were charged with “assault, ill-treatment or neglect of a child likely to cause unnecessary suffering or injury,” to which they subsequently pleaded guilty.
Lucas received an extended sentence of ten years in prison. The court justified the extended term due to his leading role in causing deliberate and serious harm, as well as the ongoing danger he posed. Strong received a 30-month prison sentence, reflecting her failure to protect the child despite knowing about the abuse.
Both sentences include minimum terms before parole eligibility, in accordance with the Criminal Justice Act 2003, considering public protection and the severity of their crimes.
PC Sheryl Taylor of the Isle of Wight CAIT described the abuse as “nothing short of horrific,” highlighting the severity of injuries and emotional damage caused. “No child should ever have to endure this level of cruelty,” she stated. “Our team remains resolutely committed to safeguarding vulnerable children and ensuring that perpetrators face full justice.”
Authorities urge anyone with information about child abuse to contact Hampshire and Isle of Wight Constabulary on 101, or dial 999 in an emergency. Reports can be made confidentially. Support services are available via the NSPCC helpline at 0808 800 5000 or Childline at 0800 1111, providing counseling and guidance to affected children and families.
The CAIT unit continues to collaborate with social care agencies to support the child's recovery and review local safeguarding procedures. This case underscores the importance of early intervention and multi-agency cooperation in protecting children. Authorities reaffirm their dedication to investigating all reports of harm and preventing further tragedies.
