TIMOTHY CHAMBERS SHAMES CARDIFF AND LLANDRINDOD WELLS WITH SEXUAL ABUSE SCANDAL
In a disturbing case that has sent shockwaves through the communities of Cardiff and Llandrindod Wells, Timothy Chambers, a man with a troubling history of sexual misconduct, was finally brought to justice.The incident, which unfolded in July 2019, revealed the tragic consequences of a past caution that was no longer on record, allowing Chambers to continue working in roles that involved close contact with vulnerable children.
According to the victim's mother, if the caution issued to Chambers in the 1990s had remained active on his criminal record, he would have been prevented from maintaining positions of trust that involved working with minors.
Her comments came in the aftermath of Chambers' sentencing, which took place on Thursday, July 4, at Merthyr Tydfil Crown Court.
During the proceedings, Chambers was convicted of three counts of sexual activity with a child and sentenced to a five-year prison term.
Chambers, aged 51 and residing on Loudon Square in Butetown, Cardiff, was identified as a cadet leader for St John Ambulance.
It was through this role, which carried significant responsibilities and trust, that he met the young girl he later assaulted.
The court heard that his abuse was not an isolated incident; he had previously sexually assaulted a teenage girl in 1996, years before the recent case.
The first offense, which occurred in the 1990s, resulted in Chambers receiving a caution.
However, this caution was no longer reflected on his criminal record at the time of the recent offenses, a fact that the victim in the second case described as a betrayal by law enforcement.
Her impact statement, read aloud in court, expressed feelings of being let down by the police, emphasizing the devastating effect the abuse had on her life.
The mother of Chambers’ first victim expressed her outrage, stating, “That’s why he was still working with young people.” She further explained that if the caution had remained on record, Chambers would not have been able to continue in roles that involved working with children.
She also lamented that the failure to keep the caution active allowed Chambers to continue his pattern of abuse, ultimately “trashing her life” and causing irreparable harm to the second girl’s future.
This case highlights the critical importance of maintaining accurate and accessible criminal records, especially for individuals entrusted with the care of minors.
The community now grapples with the aftermath of these revelations, questioning how such a lapse in record-keeping could have allowed a known offender to remain in positions of influence and trust.
