    THOMAS JAMES SEX OFFENDER FROM PRESTON ESCAPES JAIL AFTER FAILING TO REPORT MOVE

    In a case that highlights ongoing concerns about compliance with sex offender restrictions, Thomas James, a 24-year-old man from Thornton Avenue, Fulwood, Preston, faced legal proceedings after failing to adhere to the conditions set by his Sexual Offences Prevention Order. James had previously been convicted of engaging in sexual activity with a boy under the age of 16, a serious offense that resulted in a two-year prison sentence handed down at Preston Crown Court in March 2010.

    Following his release, James was subjected to a five-year Sexual Offences Prevention Order, which mandated strict compliance with certain conditions designed to monitor and restrict his movements and activities. One of the key requirements of this order was that he must notify police within three days of any change of address. This measure is intended to ensure that authorities can keep track of offenders and prevent potential reoffending.

    However, in May of this year, authorities discovered that James had moved to a new residence without following the proper procedures. The Preston Magistrates’ Court was informed that James had changed his address in May and had not reported this change to the police as required. The breach was brought to light when a police officer received a text message from James on May 22, in which he stated that he was moving to a new address and provided the details of his new residence. The move was scheduled to take place on May 28.

    During the court hearing, prosecutor Pam Smith explained that the police officer reminded James of his obligation to notify the authorities within three days of moving. James acknowledged receipt of these instructions, confirming that he understood the requirement. Despite this, he failed to comply with the order, which constitutes a breach of the conditions imposed to prevent reoffending and protect the community.

    While the breach was serious, the court did not impose a custodial sentence for this particular violation. Instead, James was given a community-based penalty, specifically 130 hours of unpaid work. This decision reflects the court’s assessment of the circumstances and the importance of ensuring offenders are held accountable while also considering the potential for rehabilitation. The case underscores the ongoing challenges faced by law enforcement and the justice system in monitoring sex offenders and ensuring compliance with legal restrictions designed to safeguard the public.
