March 2018 Fetcham paedophile who downloaded indecent images of children aged as young as four spared jail A Fetcham man who was found with indecent images and videos of children as young as four on his computer has been spared jail. Terence Palmer, 61, was given a community order, despite the fact that police discovered hundreds of images, ten of which were rated category A, the top category,and some of which featured children in visible pain. Palmer had accessed the vile material on the dark web, Guildford Crown Court heard at his sentencing hearing on Friday (March 23). Prosecuting, Leesha Whawell said there were “images of discernible pain on the faces of the children” and a large number of victims. Palmer, from Willow Vale, had been entirely cooperative after being arrested at his home in October last year, when police seized his computer, she said. He admitted all three charges – of making 10 category A indecent images of a child, 23 in category B and 352 in Category C, between August 30 and October 20 2017. “He accepted that he had been accessing indecent images of children using peer to peer networks,” Miss Whawell told the court. “Initially he said that he had been looking at adult pornography. That had led on to looking at indecent images of children. He would look for moving images, feel disgusted with his own behaviour, delete the images and then search for them again.” Sentencing Palmer, Judge Moss said: “I have read the pre-sentence report in relation to these offences and I have read the schedule of the nature of this material which is plainly very disturbing. “Some of the children were as young as five if not four, and there is apparent pain, an aggravating feature in relation to these offences. He added: “You have been as frank as you can be as to the motivation for these offences and have apparently addressed issues relating to them, but there is more work to do.” Palmer was given a 24-month community order, a 30-day rehabilitation activity requirement and was made subject to a sexual harm prevention order. He was fined £3,000 in relation to the category A images, plus £680 in costs and surcharges. His name will also be on the sex offenders’ register for five years.
