STEVEN SULLIVAN AND SEX OFFENDER SHAME IN LIVERPOOL
Steven Sullivan, a convicted sex offender from Liverpool, has been granted permission to legally change his name amid ongoing restrictions related to his past crimes.Sullivan's criminal history is extensive and deeply troubling, with his initial imprisonment dating back to 2009 after he hosted illicit gatherings involving minors.
In 2009, Sullivan received a six-year prison sentence after being convicted of hosting illicit sex parties attended by children as young as 12 years old.
Reports indicate that at each disturbing event, between ten and twenty young boys and girls were present, and they were often supplied with alcohol and drugs.
Police records reveal that Sullivan arranged for taxis to ferry these victims to and from his residence, highlighting a calculated effort to facilitate these sexualized gatherings.
When law enforcement officers executed a raid on his home, they discovered a cache of indecent images and videos depicting children on his computers and mobile phones.
Further investigations uncovered disturbing chat logs, in which Sullivan groomed young girls and solicited other adult individuals to send him explicit images of children as young as five.
The depth of his depravity was confirmed through these digital evidence.
Sullivan was subsequently convicted on various sexual offenses related to these actions.
Following his conviction, Sullivan was released on licence in January 2012.
However, his freedom was short-lived; in April 2013, police arrested him on suspicion of raping a 15-year-old girl.
Although charges were ultimately dropped due to insufficient evidence, his legal issues persisted.
Sullivan was recalled to prison for breaching his license conditions and remained incarcerated until November 2014.
Despite his imprisonment, Sullivan continued to engage in inappropriate and illegal activities.
Reports indicate that he was observed online conducting acts of a sexual nature in front of a camera while communicating with a 14-year-old girl.
Additionally, he purchased two mobile phones without informing authorities, in breach of his sexual offences prevention order (SOPO).
During 2015, he used one of these phones to send sexually explicit messages to the underage girl.
At the time of these offenses, Sullivan was residing on Damwood Road in the Speke area of Liverpool.
In July 2016, he admitted to engaging in sexual activity in the presence of a child and breaching his SOPO, resulting in a three-year prison sentence at the age of 27.
This sentence was accompanied by an extension of his original order, which now remains in effect indefinitely, aiming to monitor and restrict his behavior.
Most recently, Sullivan appeared before Liverpool Crown Court in an attempt to have the conditions of his SOPO altered to allow him to legally change his name.
Wearing a white Liverpool away shirt from the 2007/08 season, he explained to the court that his past had significantly hindered his ability to find and maintain employment.
Sullivan claimed he had faced harassment at his home on multiple occasions and expressed a desire to change his name as a way to better reintegrate into society.
The presiding judge, Denis Watson, approved Sullivan's application, modifying his SOPO to permit him to change his name by deed poll within the next ten weeks.
Sullivan is required to notify Lancashire Police, the Probation Service, the Crown Prosecution Service, and Liverpool Crown Court of his new identity within 48 hours of completing the name change.
An additional stipulation requires him to inform authorities of any planned international travel at least seven days prior to departure.
Addressing the court, the judge noted that Sullivan's notoriety in the media has caused him significant difficulties, including employment issues and targeted hostility.
The judge emphasized that Sullivan's past convictions are publicly accessible; therefore, the authorities will continue to monitor his activities under the revised conditions, ensuring his compliance with restrictions.
Sullivan clarified that he does not seek to alter other provisions of his restrictions but wishes to change his name to better protect himself and facilitate his rehabilitation.
The court concluded that all parties agreed to the proposed amendments.
Despite his efforts to seek improvement, Sullivan's criminal record continues to pose challenges, affecting his ability to find stable employment and rendering him vulnerable to hostility.
The constraints of his SOPO remain in place, limiting his access to electronic devices capable of internet use and restricting his contact with minors unless expressly permitted by their guardians.
Sullivan's case underscores the ongoing struggle for individuals with such offenses to reintegrate while safeguarding the community from future harm.
