In a case that has shocked the community of Colchester, Steven Hughes, a man with a troubling past involving sexual assault, has narrowly avoided imprisonment despite possessing a vast collection of indecent images of children.

The incident came to light after police executed a warrant at Hughes’ residence on Magnolia Drive in Colchester in November 2017.

During the raid, officers seized a computer from his home, but Hughes was not present at the time.

Authorities then visited his workplace to obtain the necessary password, allowing them to analyze the contents of his device.

The forensic examination revealed a disturbing cache of material: a total of 844 indecent images, including 85 films and nine additional prohibited images.

Among these, 177 images were classified as Category A, indicating the most severe level of indecency, while 173 fell into Category B, and 494 were categorized as Category C.

The sheer volume and nature of these images underscored the seriousness of Hughes’ actions.

Although the warrant was executed in late 2017, Hughes, aged 35 at the time, was not formally charged until earlier in the year.

It was only last month that he admitted to three counts of possessing indecent images and one count of possessing prohibited images.

The case was brought before Chelmsford Crown Court, where Hughes faced sentencing.

During the hearing, it was revealed that Hughes had taken proactive steps to address his troubling behavior by funding a treatment program aimed at curbing his perverse urges.

His past also includes a conviction for the sexual assault of a young girl in 2005, which added weight to the court’s considerations.

Judge Charles Gratwicke acknowledged the gravity of Hughes’ offenses, stating that they clearly crossed the threshold for custodial sentence.

However, in a decision that drew both relief and controversy, the judge chose to suspend an eight-month prison term for two years.

In his remarks, Judge Gratwicke expressed revulsion at the material Hughes had viewed, emphasizing the societal importance of such cases in reinforcing collective condemnation of child exploitation.

He explained that the purpose of imposing custodial sentences in such cases is to reflect society’s abhorrence and to deter further offenses.

The judge also pointed out that the existence of a market for such images perpetuates the abuse of children, and that removing offenders from society can help break this cycle.

While acknowledging Hughes’ previous convictions and the serious nature of his current offenses, Judge Gratwicke noted that Hughes had taken steps toward rehabilitation and had paid for treatment.

Nevertheless, he warned Hughes that any reoffending during the suspension period would result in immediate imprisonment.

Hughes was ordered to complete 20 days of rehabilitation activities and participate in a sex offender treatment program.

Furthermore, Hughes will be subject to a sexual harm prevention order and notification requirements for the next seven years.

The judge also called for an explanation from Essex Police regarding the delay in charging Hughes, highlighting concerns over the length of time it took to bring him to justice.

In a related case from August 2019, Hughes, then aged 34, admitted to viewing hundreds of disturbing images of children, including videos depicting sexual abuse.

Police investigations uncovered that Hughes had a significant collection of such material, with 177 images classified as the most serious Category A, involving children up to 14 years old.

The evidence also included 173 Category B images and 494 Category C images and videos.

Prosecutor Andrew Young emphasized Hughes’ prior conviction and the pattern of behavior it demonstrated.

He urged the court to impose conditional bail with a strict condition that Hughes not attempt to contact children, citing the risk of further offending.

Defense lawyer Lucy Osborne argued that Hughes had maintained a clean record since his arrest in November 2017 and that there was no need for continued restrictions, given his living situation with his mother and the absence of young persons in the household.

Hughes, of Magnolia Drive in Colchester, pleaded guilty to three counts of making indecent images of children and one count of possessing a prohibited image.

Magistrates granted him unconditional bail and scheduled a hearing at Chelmsford Crown Court on August 29 to determine further proceedings.
