HORWICH MAN STEVEN HARPER JAILED FOR STALKING AND ABUSING VICTIM IN HORWICH AND BOLTON
In a case that has shocked the local community, Steven Harper, a resident of Horwich, was sentenced to a significant prison term after engaging in a disturbing campaign of stalking and harassment against a young woman he had previously abused as a child. The incident, which unfolded over several years, highlights the complex and often tragic aftermath of childhood sexual abuse and the dangerous ways in which perpetrators can continue to exert control over their victims.According to court records, Harper, now 53 years old, was already serving a 54-month sentence in 2000 for a series of heinous sex offences committed against two young girls, some as young as six, during the 1990s. These crimes took place in the Bolton area, with Harper’s residence in Horwich serving as a backdrop to his earlier criminal activities. Despite his incarceration, the repercussions of his past actions continued to ripple through the lives of his victims.
One of these victims, now an adult woman, found herself struggling to cope with the emotional scars left by Harper’s previous abuse. Despite undergoing counselling and receiving treatment for anxiety, she felt an urgent need to confront her past and sought to meet Harper in an attempt to find closure. Her motivation was rooted in a desire to understand and perhaps reconcile her feelings about the trauma she endured as a child. She believed that a face-to-face meeting might help her achieve some sense of resolution, a hope that was ultimately dashed.
In October 2013, the woman arranged to meet Harper, expecting honest answers and perhaps some peace. However, the encounter did not bring her the relief she sought. Instead, she left the meeting feeling disappointed and betrayed, as Harper failed to provide the closure she was seeking. Instead, Harper’s response was to begin a relentless campaign of harassment. Over the following months, he bombarded her with numerous text messages, often changing his mobile phone number to evade her attempts to block him. His obsession escalated further when he created a Facebook account under a false name, continuing to contact her despite her clear attempts to cut off communication.
The harassment took a darker turn by May 2014, when Harper began delivering sexually explicit and disturbing letters and poems directly to her home in the middle of the night. One particularly alarming letter contained a chilling statement, in which he expressed a desire to have raped her during their meeting. The victim, frightened and distressed, eventually contacted the police and handed over all of Harper’s correspondence, which served as crucial evidence in his arrest.
Following his apprehension, Harper’s behavior did not cease. He immediately sent her another letter filled with vitriol and bile, further demonstrating his obsession and inability to accept the end of their contact. The victim expressed deep regret for having reached out to Harper initially, stating in a court statement, “If I had known this was going to happen I would never, in a million years, have met up with him.”
Details from the court revealed that Harper’s fixation on the woman had severe personal consequences, including the breakdown of his marriage and his lack of a fixed address, which complicated efforts to monitor and control his actions. Although Harper had not met her face-to-face after their October 2013 meeting, it was clear from the evidence that he harbored hopes of pursuing a romantic relationship, which only intensified his disturbing behavior. His contact with her had devolved into a crescendo of vile language and threatening messages, illustrating the dangerous escalation of his obsession.
Harper ultimately pleaded guilty to charges of stalking and perverting the course of justice. During sentencing, Judge Graeme Smith described Harper’s actions as “highly unusual and disturbing,” emphasizing the seriousness of his conduct. The judge also expressed sympathy for the victim, acknowledging her courage in coming forward and her suffering. A restraining order was issued to prevent Harper from making any future contact with her, aiming to protect her from further harm.
In his remarks, Judge Smith noted that Harper’s actions stemmed from motives that, while perhaps understandable in some contexts, resulted in devastating consequences for the victim. He concluded by sentencing Harper to 29 months in prison, reflecting the gravity of his offenses and the need for justice to be served in this troubling case.
