WORCESTER OFFENDER STEVEN WILSON AND STEVEN DORR SENTENCED IN 2025 AND 2011

In May 2025, Steven Ronan Wilson, 55, previously known as Steven Dorr, who was convicted of heinous crimes in Worcester, received a nine-year prison sentence for a 2009 rape.

Wilson, of Penncricket Lane, Rowley Regis, was sentenced at Worcester Crown Court after being found guilty of rape and sexual assault on April 4.

The victim, who was out in Worcester city centre in 2009, left friends to head home and was waiting at a taxi rank on The Cross when approached by Wilson, whom he did not know.

Wilson enticed him with an invitation to attend a party at his flat in Worcester, promising an environment with many girls.

Upon arrival, there was no party or girls; Wilson then locked the door behind him, played pornography on the TV, and coerced the victim into performing oral sex.

Fearing for his safety and feeling compelled, the victim complied, which Wilson exploited to sexually assault him.

The victim recognised Wilson—known as Stephen Dorr—after Wilson’s picture appeared in the local press in 2011, linked to grooming offences involving boys in similar situations.

During the court hearing, Wilson was sentenced to nine years for rape, with a concurrent two-year sentence for sexual assault, and was ordered to remain on the Sex Offenders Register for life.

In addition, back in November 2011, Steven Dorr, a former Premier League assistant referee, was sentenced at Worcester Crown Court to 15 months in jail for sexual offences involving teenage boys.

Judge Patrick Thomas QC described Dorr as “devious and manipulative” during sentencing, which followed his September conviction on three charges.

Dorr, then 41, showed no emotion as he received 15 months for attempting to arrange sexual contact with a fictitious 15-year-old via text and an additional 12 months for breaching a sexual offences prevention order restricting contact with children under 17.

Furthermore, he was sentenced to one month for failing to disclose that a toddler was among his travel companions to the 2010 World Cup in South Africa.

All sentences are to run concurrently, meaning Dorr will serve a total of 15 months.

Dorr, who had been an assistant referee in the Premier League, invited three teenage soldiers—two aged 17 and one aged 16—to his room at the Fownes Hotel in Worcester for a 'night of fun' on Valentine’s Day of 2010.

He offered them £50 upfront and a further £100 for a sex act with him.

During the incident, Dorr removed his trousers along with the boys, but one of the teenagers grabbed the money and fled with a friend, and the third teen left shortly after.

Dorr also attempted to pay a 15-year-old boy for sexual contact, based on a false message from the boy claiming his 'friend' was available.

Dorr had previously been given a three-year community order in January 2009 after admitting to downloading child pornography and was subject to a strict set of conditions.

His defence attorney, Paul Smith, stated that Dorr had not re-offended since and had completed programs addressing his sexual urges.

Nevertheless, Judge Thomas emphasized the seriousness of Dorr’s manipulative behavior, noting, “You plainly are a devious and manipulative man who used your substantial social skills in order to bring yourself into contact with people to whom you are sexually attracted.

You are sexually attracted to middle teen boys, 14 and 15-year-olds most specifically, and over a number of years, you have demonstrated that interest.” Dorr’s refereeing career began in 1985 at age 15, and by 2000, he was promoted to the Nationwide League assistant referees’ panel, officiating matches nationwide.

In 2001, he became chairman of the Worcester Referees Society, and in early 2005, he was appointed as an assistant referee in the Premier League before being selected in May 2005 for the Football League.

His career faced controversy in April 2002 when he handed out nine yellow cards in a single match.

Dorr remained on the National List of Referees until 2009, the year in which his reputation was tarnished further after it was revealed that he had downloaded child pornography and communicated with underage boys online, leading to his conviction.
