STEPHEN PEART'S SHOCKING CRIMES IN CARDIFF: CHILD ABUSE AND BLACKMAIL REVEALED
In June 2018, a disturbing case unfolded in Cardiff involving Stephen Peart, a 36-year-old man whose actions have shocked the local community and highlighted the dangers of online predators.Peart was found guilty of engaging in heinous acts of child abuse, blackmail, and possession of extreme pornography, all of which he committed through manipulative and threatening tactics.
It was revealed that Peart had contacted an 18-year-old teenager via the internet, specifically through the Craigslist website, shortly after midnight on the night of March 30.
The victim, whose identity remains protected for legal reasons, was a young man who was babysitting at the time.
The communication between the two began on Kik messenger, where Peart initially expressed feelings of shyness and nervousness, subtly probing the teenager's circumstances.
During their exchanges, Peart disclosed that he was feeling vulnerable and hinted at his sexual interests, which included disturbing references to children’s underwear and inappropriate desires.
As the conversation progressed, Peart's intentions became increasingly sinister.
He began to discuss his sexual interest in children explicitly, making references that made the victim feel uncomfortable.
Despite the teenager’s pleas for him to stop, Peart continued to send indecent images, including those of young children.
The victim, distressed and unsure of how to block or report the messages, was subjected to a series of threats from Peart.
He was told that if he refused to comply with Peart’s demands, he would be framed for distributing the images, which could have had severe legal consequences for him.
Peart then coerced the teenager into taking explicit photographs of himself, instructing him to go upstairs, pull back his covers, and insert his hands into a child's underwear to take pictures.
The defendant threatened that he had ways of making it appear as if the victim had sent the images to him, further blackmailing him for money and additional indecent images.
The victim, overwhelmed by fear and shame, confided in his mother, revealing the ordeal and his sexual orientation, which his parents were previously unaware of.
The mother attempted to comfort him and promptly contacted the police.
Law enforcement officials quickly identified Peart through his Craigslist account and arrested him on April 1.
During the investigation, officers seized his phone and uncovered a disturbing collection of illegal material.
Peart had distributed six Category A indecent films involving children, along with 11 Category B videos, one Category C video, and 32 Category C still images.
Additionally, he possessed two extreme pornography videos.
Most of the images depicted children aged between six and ten, with some as young as three years old.
The police also discovered conversations where Peart expressed a sexual interest in children and admitted to trying to view young boys’ genitals.
He had also solicited other men for children’s underwear for his own sexual gratification.
When questioned by police, Peart did not deny the victim’s account.
He admitted to heavy drinking that night and acknowledged that he found children sexually attractive, recognizing that viewing such images was illegal.
He dismissed his threats as “a joke” and claimed he was not attempting to profit from the victim’s distress.
The victim’s statement was particularly harrowing; he described feeling “mentally and physically drained” and said he had been sleeping constantly since the incident.
He expressed that the experience had left him feeling sick and betrayed, vowing never to use Craigslist again and to trust no one from the platform.
Historical records revealed that Peart had a long history of sexual offenses involving children.
In 1999, he was sentenced to 21 months in a young offender institution for indecent assault on children he was babysitting.
He served an additional two months for sending an obscene Christmas card to a 12-year-old victim.
In 2002, he was sentenced to three and a half years after taking an eight-year-old child from their parents at Barry Island, where the child had been missing for 12 hours during a family outing.
Peart, who resides alone on Cowbridge Road East, admitted to charges of blackmail, possession, and distribution of indecent images of children, as well as possession of extreme pornography.
The court was informed of his troubled past and his ongoing sexual attraction to children, which he acknowledged as a significant factor in his criminal behavior.
Judge Tom Crowther QC addressed Peart directly, noting that the pre-sentence report confirmed his continued sexual attraction to children.
The judge described Peart’s conduct as “warped and destructive,” emphasizing the severe impact on the victim.
The judge highlighted that Peart had threatened to ruin the young man’s life and that the victim had been forced to reveal his sexuality under duress, which had caused him significant emotional distress.
In sentencing, Judge Crowther imposed a six-year extended sentence, comprising a 40-month prison term and a 32-month extension period.
Peart is required to serve at least two-thirds of this sentence before being eligible for parole.
Additionally, he was subjected to an indefinite Sexual Harm Prevention Order and mandated to register as a sex offender for life.
The court’s decision underscores the gravity of Peart’s crimes and the ongoing risk he poses to the community.
