July 2014 Convicted paedophile’s name change went ‘undetected for four months’ A convicted paedophile whose illegal name change went undetected for four months has been spared an immediate jail sentence. Stanley Kissoon, 71, of Highfield Grove in Birkenhead had pleaded guilty to failing to tell police he had changed his name. He was previously jailed for 15 years after being convicted of rape and indecent assault against a girl under the age of 14 in London. Although he told police of his move to Wirral, he failed to inform them when he later changed his surname to Herrman last August. He was summoned to Wirral magistrates’ court for failing to abide by the Sexual Offences Act 2003. Wirral magistrates court was told by the prosecutor Lionel Cope that Kissoon – who gave the name Stanley Herrman to the court after it was changed by deed poll – was regularly visited by police. Mr Cope said Kissoon had told officers there was no change in his circumstances but added: “However, police were contacted and told the defendant had changed his name.” He said the defendant “had remembered to change his name on his bank account and driving licence” but had not informed police, and Mr Cope said Kisson was “apologetic” when interviewed by officers. Defending, Sarah Brooks, said her client had pleaded guilty at the earliest opportunity but he had believed when solicitors carried out the name change “his understanding was they would inform the authorities”. She said: “It was a genuine misunderstanding.” Mrs Brooks said her client “had learned a valuable lesson and is determined to never come before the courts again”. An earlier hearing had heard that after being released from prison Kissoon, of Highfield Grove, moved to Rock Ferry in 2012 in a bid to put the past behind him but that since moving to Wirral, he had received threats from neighbours and been subjected to a poster campaign. Chairman of the bench Brian O’Connell said he had listened to the defence but said it had been made clear to Kissoon that “any change of details must be notified”. he said: “This is a significant change and it was undetected for four months. This was a deliberate failure to comply.” Kissoon was sentenced to nine weeks custody, suspended for a year and ordered to complete 120 hours unpaid work in the community. He was also told to comply with a six month supervision order and pay costs of £165. Brian O’Connor, prosecuting, said: “Mr Kissoon is now known by the name of Stanley Augustine Herrman. He’s a registered sex offender by virtue of conviction of rape and indecent assault of a female under the age of 14 in a London crown court back in December 2002. For that offence he was sentenced to 15 years imprisonment.” Mr O’Connor explained Kissoon is regularly visited by Merseyside Police but failed to tell them of a change in his circumstances following the name change last year. Officers became aware of the change after being contacted by a member of the public over an unrelated matter. He added: “An officer therefore contacted him. He said the defendant was apologetic, claiming he hadn’t realised. However he had realised to change the name of his bank account as well as his driving licence.” Sinead Fearon, defending, said Kissoon had told other agencies of his name change and thought police would then be notified as a result. She said: “He moved up to the Birkenhead area because, understandably so, he wanted to put the past behind him and start afresh.” Jurisdiction of the case was accepted by magistrates and sentencing was adjourned until July 22 so that pre-sentence reports could be prepared. Stanley Kissoon, 60, was finally brought to justice when he was jailed for 15 years last Thursday (January 2) for sexually abusing the two girls at a house in Thornton Heath. Kissoon, of Rowland Court, Addiscombe Road, had previously escaped arrest because the two girls were too scared to contact police. Their abuse only came to light after one of his victim’s started to experience flashbacks to her childhood and confided in her husband about her ordeal. After tracking down the other victim, the pair who were aged nine and 11 at the time of the attacks went to police. During Kissoon’s trial at the Inner London Crown Court, his first victim told the jury it was a “dirty, stinking, shameful secret” with the second woman saying: “Part of me was screaming for me to stop it but I felt I couldn’t. “I could feel his weight and I could feel my voice being pressed out of me. I felt smothered and powerless.” Kissoon denied the attacks claiming both women had fabricated the stories. But after he was found guilty it emerged the defendant had two previous convictions for indecent assaults on two other girls in 1983. Jailing Kisson, Judge Colin Smith QC said: “Apart from the agony of mind and trauma these offences caused to these two children, your abuse and treatment of them has come back to haunt them in later life when the awful memories of your abuse first trickled then flooded back, causing them serious psychological and emotional damage.” Kissoon was sentenced to 15 years for two charges of rape and six years, to run concurrently, for indecent assault and two counts of indecency with a child between 1979 and 1982.
