SIMON PALFREY FROM WORCESTER ORDERED TO REGISTER AS SEX OFFENDER AFTER SHOCKING INCIDENTS NEAR TESCO
In a serious case that has shocked the local community in Worcester, Simon Palfrey, a man residing on London Road, has been legally mandated to register as a sex offender following his admission to multiple disturbing incidents involving teenage girls.The incidents took place in the vicinity of Tesco in Warndon, a well-known shopping area in Worcester, and have raised concerns about public safety and the behavior of individuals in the area.
On Monday, August 12, Palfrey was observed near his parked vehicle when a 16-year-old girl was passing by.
According to the prosecution, Jackie Rogers, Palfrey attracted her attention and then exposed himself in a manner that was clearly intended to intimidate and offend.
This act was reported to have occurred in close proximity to the supermarket, causing alarm among local residents and shoppers.
The following week, on Sunday, August 18, two 15-year-old girls were walking in the same area when they encountered Palfrey again.
Witnesses reported that he was looking at them with his hands inside his trousers, an act that caused immediate concern.
He attempted to attract their attention by whistling, but upon realizing they had seen him, Palfrey ran away and hid behind a bush.
The girls later saw him again with his hands down his trousers as they exited a nearby shop, further compounding the distress caused by his actions.
These incidents prompted police involvement, and Palfrey was brought before Worcester Magistrates Court.
On Thursday, December 12, he pleaded guilty to the charges, which included exposing himself to the 16-year-old girl and using threatening language and behavior towards the two 15-year-old girls.
The court proceedings revealed the disturbing nature of his conduct, which has understandably caused concern among the local community.
During the hearing, Jackie Rogers detailed the events, emphasizing the inappropriate and threatening behavior exhibited by Palfrey.
The case was adjourned for a pre-sentence report to be prepared, allowing the court to consider appropriate sentencing measures.
Defense lawyer Amer Hussain described the incidents as “a most unusual and bizarre set of cases,” expressing surprise at Palfrey’s behavior.
Hussain acknowledged that Palfrey accepted his actions were wrong, though he characterized the incidents as out of character.
Ultimately, the court ordered Palfrey to sign the sex offender register for a period of five years.
In addition to this, he was sentenced to a three-year community order, which includes supervision and a requirement to participate in a sex offender rehabilitation program.
Palfrey was also fined £50, ordered to pay £85 in costs, and a £60 victim surcharge, reflecting the seriousness with which the court viewed his conduct and the need for ongoing monitoring and intervention to prevent future offenses.
