In December 2022, a disturbing incident occurred at a popular bowling alley in Cardiff involving Scott Light, a man with a troubling history of child sexual offences.

Light, who hails from Aberdare, entered the venue and exhibited unsettling behavior that caused concern among families present.

Witnesses reported that Light’s manner towards children near him was inappropriate enough to prompt a family to request a different lane, citing that he had 'creeped the children out.' Later that evening, Light entered the toilets and waited for approximately 19 minutes at the urinals.

During this time, an eight-year-old boy entered the facilities.

Prosecutor Claire Pickthall described the sequence of events at Cardiff Crown Court: "The child began using the urinal and described the defendant shuffling closer to him.

The defendant then asked, 'Can I?'" What followed was a brief but serious act of sexual assault.

Light engaged in sexual touching of the young boy for about five seconds before the child, in shock, ran out of the toilets as quickly as possible.

The child's guardians, who had taken him to the venue, immediately alerted staff to the incident.

Staff responded swiftly, entering the toilets and discovering that one of the cubicles was locked with Light inside.

An employee prevented anyone else from entering and waited for police to arrive.

Officers soon attended the scene, arrested Light, and took him into custody.

During police interviews, Light chose to remain silent, offering no comments.

CCTV footage revealed a calculated element to his actions, showing that he had deliberately waited 19 minutes for a child to enter the toilets, indicating premeditation.

Light, who resides on Mary Street, Cardiff, pleaded guilty to the charge of sexually touching a child under 13.

It was also revealed that Light has a long history of sexual offences involving children.

In 2017, while employed as a railway worker, he was sentenced to 18 months in prison after admitting to attempted voyeurism and possessing over 2,000 indecent images of children.

One of his previous offences involved entering the toilets of St David’s Shopping Centre in Cardiff, where he placed a mobile phone under a cubicle door to film a father and his two-year-old son.

Further investigations uncovered that Light is awaiting sentencing for offences committed in Northern Ireland in 2006, where he attacked three children—one boy and two girls.

He has pleaded guilty to five counts of indecent assault and three counts of possessing indecent images.

The victims came forward in 2018, revealing the extent of his offending.

In the recent case, the victim’s mother expressed the profound impact the incident has had on her son.

She stated that her son, once a 'happy and carefree' boy, now struggles with fears related to public toilets and social interactions.

She lamented the loss of her child's innocence, saying, "His right to innocence has been eroded by the events that night.

He asks, 'Why did he do that to me?' How do you explain to a boy that he was sexually assaulted?

No child or family should ever have to endure this." Judge Lloyd-Clarke, presiding over the case, acknowledged the emotional and psychological trauma inflicted on the young victim.

She emphasized that only a custodial sentence was appropriate, especially considering aggravating factors such as Light being on bail for the Northern Ireland offences at the time and the comments he made during his pre-sentence interview.

The judge sentenced Light to three years in prison and imposed an indefinite sexual harm prevention order to protect the community.

Additional context reveals that Light’s criminal conduct extends beyond Cardiff.

In July 2017, he was involved in an incident at St David’s Shopping Centre in Cardiff, where he attempted to film a toddler in the toilets.

When confronted by a father who saw a phone being placed under a cubicle divider, Light was detained by members of the public and arrested on suspicion of voyeurism.

During police interviews, Light admitted to possessing 1,896 indecent images, including 194 of the most serious Category A, 457 at Category B, and 1,245 at Category C.

He also expressed a disturbing lack of remorse, stating, "I like to watch them," when questioned about the images.

Further investigations uncovered that Light had stored additional indecent images on a memory card found by a friend’s partner, which contained 689 images of children, including babies.

Light initially denied knowledge of the images but later admitted possession during police interviews.

The images depicted children aged from infants to 13 years old.

Prosecutors highlighted that these offences spanned from July 2016 to May 2017, involving children of various ages, and that Light had a prior conviction for traveling without paying a train fare.

The court assessed him as a medium risk of harm to the public.

In total, Light, aged 28 and without a fixed address, pleaded guilty to attempted voyeurism and multiple counts of possessing indecent images.

A pre-sentence report indicated that he no longer denied his offending and acknowledged that his actions were driven by sexual gratification.

Recorder Richard Booth QC described his pattern of offending as 'very concerning' and sentenced him to 18 months in prison.

Additionally, a 10-year Sexual Harm Prevention Order was imposed to restrict his future conduct and protect potential victims.
