SAMUEL RAMOS AND THE SHOCKING LEWD ACTS IN CARLISLE
A man named Samuel Ramos has been at the center of a disturbing series of lewd and inappropriate behaviors in Carlisle, during which he committed multiple sexual offences in public and private settings, all while on police bail.The sequence of events reveals a pattern of troubling conduct that has left several victims distressed and authorities concerned about public safety.
The first notable incident occurred on February 20, when Ramos, aged 27, was observed by a care worker in a city building.
During her scrutiny of his actions, she noticed him exposing himself through the window of an adjacent upper-floor property.
Her concern intensified when she reported that, during this act, Ramos appeared to be deliberately fixing his gaze toward a nearby primary school on the street below, raising fears about his intentions.
At that time, it was the half-term holiday period, and no children were reported to be present in the vicinity, which somewhat lessened immediate danger but still underscored the inappropriate nature of his behavior.
However, Ramos’s offending did not cease there.
On two separate dates, he was caught engaging in similar lewd conduct inside Primark, a popular retail store in Carlisle.
The first such incident took place on February 28, when a young girl aged 15, who was shopping with a friend, spotted Ramos following them throughout the store.
The teenager, who later recounted her experience in an impact statement, said she was trying to regain her independence after experiencing personal difficulties.
She expressed that the distress caused by Ramos’s actions had profoundly affected her, admitting it had “really set her back.” Ramos’s behavior persisted as he was seen again on CCTV footage within Primark on March 2.
This time, a security guard monitoring the store’s surveillance footage observed Ramos engaging in similarly inappropriate conduct in close proximity to other shoppers.
The guard’s quick response led to the identification of Ramos’s behavior, which was characterized as sexually lewd and out of line with public decency.
The troubling pattern continued into the following week when Ramos committed yet another offence, this time on a street in Carlisle.
This incident involved him carrying out a similar lewd act in full view of two 13-year-old girls who were on their way to school.
The victims, visibly upset, ran immediately into their school premises, crying and clearly distressed by what they had witnessed.
They reported the incident to school officials, highlighting the severity and impact of Ramos’s actions.
Throughout these events, Ramos’s conduct was documented by law enforcement.
He was initially arrested after the first public exposure.
Despite being on police bail, he committed three subsequent offences, demonstrating a disturbing pattern of offending while under legal restrictions.
Ramos eventually admitted to one charge of exposure and three charges of outraging public decency.
During the sentencing hearing, attorney Anthony Parkinson explained that Ramos had served the equivalent of a six-month prison sentence while detained on remand.
He had undertaken a series of courses while in custody; however, none specifically targeted reducing the risk of future sexual offences.
Parkinson emphasized that any rehabilitative efforts conducted post-sentence, especially if Ramos were to be released under supervision, would be far less effective than comprehensive therapeutic work available in a community-based setting.
The mitigation argued that Ramos’s behaviors appear impulsive, and he was unable to resist these urges on four separate occasions.
The defense advocates for intensive rehabilitation programs, asserting that such interventions would better address his underlying issues and improve his chances of managing his impulses lawfully in the future.
Despite these pleas, the presiding judge, Recorder Mark Ainsworth, described the case as exceptionally challenging.
Recognizing the serious nature of Ramos’s conduct, he deemed that the only appropriate punishment was an immediate prison sentence of 18 months.
Furthermore, Ramos was designated with strict conditions: he is now subject to the sex offender notification requirements and a ten-year prevention order designed to restrict his future interactions and prevent recurrence.
After sentencing, PC Rebecca Lynch from Cumbria police expressed their stance on the case.
She stated, “We take all reports of sexual offences seriously and work hard to do our best for all victims of such crimes.” She encouraged victims to come forward, assuring that they will receive support from professional and sensitive officials.
Her comments underscored the ongoing commitment of law enforcement agencies in Carlisle and beyond to protect the community and ensure justice is served.
