March 2015 Judge blasts system after he is unable to extend sex attacker’s sentence A judge has expressed frustration after he was unable to give a dangerous sex offender a longer sentence, because the crime was committed while he was out on licence for a previous attack. Ryan Lockyer attacked and threatened to kill a 31-year-old woman after following her home from work in October last year. He struck as she walked through a nature reserve in Reading, Berkshire, brandishing a ten inch knife and telling her he was going to kill her. His victim was so terrified that she jumped into a nearby canal in a desperate bid to get away from him. Lockyer, who had been jailed for four years in 2011 for sexual activity with a child, was out on licence at the time of the attack. Appearing at Reading Crown Court to be sentenced for the nature reserve attack, the judge ordered that he serve six years. But due to laws introduced in 2003 and the fact Lockyer will be released halfway through his latest sentence he will effectively only serve an extra seven weeks than he would have anyway. Voicing his frustration at the system Judge Stephen John said: “Because Parliament in its wisdom chose in 2003 to abolish the power to return a prisoner to custody to serve the unexpired portion of licence and then to order the fresh sentence to run consecutively to that recall, the effect of my order is that you will literally not serve a day longer for the offences for which you are now sentenced.” He added: “That is a consequence which, I feel bound to say, I deplore but about which I can do nothing.” He said Lockyer was “one of the more dangerous men” he had come across during his lengthy career, adding that it was a “chilling” case. When he is eventually released, Lockyer will remain on licence for another ten years. He was also handed an indefinite Sexual Offences Prevention Order, having already been given a 10-year order in 2011. November 2011 Jail for teen who sexually attacked child and a woman A TEENAGER responsible for a number of sex attacks in and around Bicester has been jailed. Ryan Lockyer was jailed for four years at Oxford Crown Court yesterday after earlier admitting a number of charges. The 18-year-old’s offending came to light when he assaulted and then sexually assaulted a woman in Nuthatch Way in the town on May 10. Lockyer, of Elm Close, Ambrosden, admitted causing actual bodily harm and a sexual assault in relation to this incident. Following a police investigation, he also admitted three counts of sexual activity with a child and asked for two more to be formally taken into consideration. These offences took place in 2010 and 2011 and involved five different victims. Lockyer was given a four-year jail term with an extended period of licence of three years. He must sign the sex offender register for life and was given a 10-year sexual-offences prevention order. Speaking outside court, Det Sgt Craig Kirby said: “During his summing up Judge Gordon Risius clearly identified the substantial danger he felt Lockyer posed to vulnerable females and the community at large, hence this significant sentence. “He also commended the members of the local community in Bicester who intervened when they heard the victim at Nuthatch Way being attacked. “It is only as a result of the courage of the victims and witnesses in this case that ensured the judge could sentence Lockyer appropriately to ensure public safety. “Without the local people of Bicester and the surrounding community intervening at an early stage, and then supporting the subsequent police investigation, we would not have been able to bring Lockyer to justice and ensure his long-term management.”
