In a disturbing case that has shocked the Preston community, three men have been sentenced to lengthy prison terms for their involvement in a heinous child exploitation ring centered around a hotdog shop in the city.

The offenders, Ruehle, McDougall, and Birtwistle, preyed on vulnerable teenage girls, some as young as 14, luring them with promises of free food and the allure of a lucrative modeling career.

These young victims were manipulated and groomed over a period of time, with the perpetrators taking advantage of their naivety and innocence.

The grooming process culminated in the girls being taken to a hotel in Preston, where they were served vodka, cannabis, sweets, whipped cream, and strawberries.

Under the influence of these substances, they were encouraged to engage in sexual acts with their abusers, acts which were secretly filmed by the offenders.

The footage was later recovered by police, revealing the extent of the exploitation.

The ringleader, James Ruehle, a 68-year-old man from Whinfield Lane, Preston, was the owner of the now-closed JR Chicago Hotdogs in Fishergate.

During his sentencing at Preston Crown Court, he showed no remorse, shaking his head as he was sentenced to 10 years and four months in prison.

Ruehle pleaded guilty to multiple charges, including three counts of sexual activity with two of the girls, an attempted sexual activity with a child, and sexual assault of another girl.

His actions demonstrated a calculated effort to manipulate and exploit vulnerable teenagers.

Michael McDougall, aged 31 and residing on Ashworth Street, Preston, was also involved in the exploitation.

He admitted to three counts of sexual activity with a child under 16, relating to two of the girls, and was sentenced to nine years in prison.

McDougall, a former employee of Ruehle, had previous convictions for sexual offences against boys in Scotland, raising concerns about his history of offending.

Kert Birtwistle, aged 21 from Arundel Place, Preston, pleaded guilty to a single count of sexual activity with a child under 16.

He was sentenced to four and a half years in a young offender’s institution.

All three men had also admitted to taking indecent photographs of the victims, further highlighting the severity of their crimes.

Judge Heather Lloyd addressed the court, emphasizing the vulnerability of the young girls involved.

She stated, “These teenage girls were quite clearly giggly, young and naive and thus vulnerable to flattery and to the false promises you made to them.” She pointed out that the victims, aged 14, 14, and 15 at the time, were easy targets for the offenders’ lies and sexual predation.

The judge condemned the defendants for initially denying their guilt, only to plead guilty on the day of their trial, which prolonged the trauma for the victims.

The court proceedings were attended by the young victims and their families, who sat in the public gallery, supporting each other through the distressing case.

Prosecutor Sarah Johnston detailed how some of the girls first encountered the offenders at the Preston takeaway in 2014.

She explained that the defendants, led by Ruehle, had orchestrated plans to lure the girls to a hotel with the intent of engaging in sexual acts and filming them.

The footage was kept by Ruehle and later recovered by police.

Testimony revealed that two of the girls initially approached Ruehle seeking employment after enquiring about a job at the takeaway.

Ruehle took one girl into the basement and invited another into the same space, where she saw her friend in her underwear.

Ruehle then falsely claimed he could make her a model and took a photograph of her.

After leaving, one girl showed her friends the cash she had been given and spoke about becoming a model, believing that Ruehle was a professional photographer.

The court heard that Ruehle booked a hotel room in Preston, where the offenders arrived with a video camera.

The girls, dressed in dresses and makeup, believed they were participating in a modeling shoot.

Instead, they were taken upstairs and asked to appear on camera, falsely claiming they were over 18 and aspiring glamour models.

The defendants knew full well that the girls were minors, yet they continued with their manipulative scheme.

Ruehle was overheard on footage promising that men would buy them cars, jewelry, and anything they desired if they continued to participate.

The case was brought to light when one of the girls confided in her mother in November 2014.

It was also revealed that a fourth girl, who was abused in a separate incident in the basement of the shop, was the first to report Ruehle’s behavior to the police.

The investigation uncovered a disturbing pattern of exploitation and grooming, with the offenders using their positions at the takeaway to lure and manipulate vulnerable teenagers.

During the trial, Ruehle’s defense argued that he was sorry for any difficulties caused to the girls and his family.

His lawyer, Mark Stephenson, claimed that the girls had pre-existing issues and that their circumstances could not be solely attributed to his client’s actions.

It was also disclosed that Ruehle’s wife had allowed him to use prostitutes, adding another layer of complexity to the case.

In addition to the criminal acts committed by Ruehle and McDougall, it was revealed that McDougall, a father himself, had prior convictions for sexual offences against boys in Scotland.

This history raised further concerns about the pattern of offending and the potential risk posed by the offenders.

The court’s verdict underscores the seriousness of their crimes and the need for justice to be served for the young victims who endured this traumatic ordeal in Preston.
