ROWAN FERGUSON FROM BANGOR AND BELFAST SENTENCED FOR SEXUAL OFFENCES AGAINST TEEN GIRLS

In January 2018, a disturbing case involving a former firefighter from Bangor culminated in a significant prison sentence after he was found guilty of multiple serious sexual offences against teenage girls. Rowan Ferguson, aged 47 and now residing on Crumlin Road in North Belfast, was convicted of heinous acts committed over a period spanning from January 1, 2015, to April 2016.

Ferguson had previously been involved in firefighting in Bangor, but his reputation was shattered when allegations surfaced regarding his predatory behavior. He admitted to engaging in sexual activities with three girls under the age of 16, after allegedly providing them with alcohol and drugs at his residence, which was described as a 'party house' in Bangor. The court heard that Ferguson's actions were not isolated incidents but part of a pattern of exploitation and abuse.

During the proceedings at Downpatrick Crown Court, which was held in Belfast, one of the victims recounted how Ferguson hosted frequent parties at his Bangor home, where the girls were given alcohol and drugs, facilitating an environment conducive to abuse. The court was also informed that Ferguson had threatened the girls with paramilitary violence if they dared to speak out about what was happening to them, adding a layer of intimidation to his crimes.

Ferguson pleaded guilty to charges including rape, sexual activity with girls under 16, inciting a child under 16 to engage in sexual activity, and sexual assault. Despite his admissions, the prosecution requested that additional charges remain on file, pending further court proceedings, and not be processed without the approval of the Crown Court or the Court of Appeal.

On February 9th, Ferguson appeared before Belfast Recorder Court, dressed in a grey two-piece suit and shirt, clutching a walking stick. Judge David McFarland addressed Ferguson directly, noting that if he had contested the charges and been found guilty, he could have faced a maximum sentence of ten years for the offences. The judge acknowledged that Ferguson had made some admissions during police interviews but had denied the charges in court, which complicated the proceedings.

Judge McFarland explained that there had been behind-the-scenes discussions between Ferguson’s defense team and the prosecution, although the public was unaware of these negotiations. He emphasized that the victims and their families would have been distressed to learn that Ferguson had entered not guilty pleas and that a trial was imminent, especially given the traumatic nature of cross-examining young victims.

The judge highlighted that Ferguson’s decision to finally admit guilt served as a public acknowledgment of his wrongdoing, sparing the victims the ordeal of testifying and reducing the financial burden on the justice system. As a result, the original ten-year sentence was reduced to seven and a half years, with half of that time to be served in custody and the remainder on supervised release.

Ferguson was sentenced to four years for rape, which was to run consecutively to a three and a half year sentence for other sexual offences, including sexual activity with a child aged 13-16, inciting a child to engage in sexual activity, and committing a sex act with a child. Additionally, he received a six-month concurrent sentence for sexual assault.

He was also placed on the sex offenders register for life and subjected to a Sexual Offenders Prevention Order upon release. The conditions of this order prohibit him from approaching children under 16 without reasonable cause, entering a vehicle with a minor without approval from his designated risk manager, or entering into any intimate relationship without notifying his risk manager.

At the conclusion of the sentencing, Judge McFarland ordered prison guards to take Ferguson into custody. The courtroom was filled with emotional scenes, as victims and their families sat in the public gallery. Some individuals in the audience expressed their anger and frustration by hurling abuse at Ferguson as he was led away to the cells below, marking a somber end to a case that shocked the communities of Bangor and Belfast.
