ROSS ELLIOT FROM PAISLEY CONVICTED FOR STARVATION OF CATS AND DOG
Ross Elliot, born on 18 March 1983, previously residing on Mountainblue Street in Barrowfield, Glasgow G31, but now living in Paisley, has been convicted of causing unnecessary suffering to animals.He admitted to leaving two cats and a dog to starve to death in his abandoned flat.
Elliot was previously found guilty of animal cruelty after presenting an emaciated dog to a veterinary clinic.
For that offence, he was fined £200 and received a 12-month ban on owning pets.
Scottish SPCA inspectors discovered the bodies of the two cats, named Cheeky and Chilli, curled up in a soiled litter tray and beside an empty food bowl.
Inspector Stacey Erwin described the scene: “The cats’ bodies were emaciated and infested with fleas and maggots.
Both weighed around 1.4kg — less than half the minimum weight expected of a healthy cat.
“Our vet concluded the cats likely died a slow and unpleasant death caused by dehydration and starvation.” She further stated, “When we informed Elliot of what had happened, he appeared completely disinterested and unaffected by the news.” Inspector Erwin added, “Three animals have died in Ross Elliot’s care due to circumstances entirely preventable if he had provided basic needs such as food and water.
We believe he should have been given a lifetime ban as a minimum.
It’s clear he is not fit to care for animals, and the short-term ban previously imposed did not serve as an effective deterrent.” Scottish SPCA teams monitored Elliot’s flat for several days and observed that no one was attending to the female cats, despite Elliot claiming a friend was caring for them.
Although food was posted through the letterbox, upon entry, officers found Cheeky and Chilli unable to reach it because they had been locked away.
Inside the flat, they also discovered uncollected mail, full bin bags, and empty food containers.
The only water available was from an “extremely dirty, stagnant” mop bucket.
