ROGER HOLLAND, FORMER JERSEY HONORARY POLICEMAN, SENTENCED TO TWO YEARS IN JERSEY
In April 2008, Roger Arthur Holland, a 42-year-old former honorary policeman from Jersey, was sentenced to two years in prison after admitting to multiple sexual assaults on young girls. Holland pleaded guilty to assaults on eight girls spanning a period of 19 years. The offences involved inappropriate touching outside the girls’ clothing. Three of these incidents occurred while he served as an honorary officer between 1992 and 1999.During the sentencing at the Royal Court, Deputy Bailiff Michael Burt emphasized the severity of Holland’s repeated offences and his breach of trust, stating that the offences demonstrated a serious abuse of his position.
Holland was already awaiting sentencing for three counts of indecent assault on children when in March he requested that an additional five offences be considered in his case. These assaults took place when Holland was between 15 and 34 years old.
Jersey maintains 12 honorary police forces, one for each parish, composed of unpaid officers who can collaborate with the island’s official police force. Despite disclosing on his application form that he had a conviction for indecent assault against a young girl in 1986, Holland was elected as a constable in 1992 and sworn into duty. He later achieved the rank of vingtenier, which is the second-highest rank within the island’s volunteer police force.
Originally from Jersey but having also resided in Northamptonshire, Holland’s criminal history includes a previous two-year jail sentence in 2001 for two counts of indecent assault committed before 1992.
The Jersey Honorary Police Association acknowledged the importance of lessons learned from the case. Mitch Couriard of the association stated, “The process has tightened up and I can reassure you that, providing someone has got a record, we can produce it. If someone hasn’t got a record, we can’t stop them.”
The States of Jersey Police issued a statement underscoring that the sentence delivered a clear message to individuals contemplating offences against children. They emphasized that law enforcement would do everything possible to seek justice for victims, regardless of how much time had passed since the offences occurred.
