In a case that has sent shockwaves through the community of Cardiff, Robert Starr, a man once trusted as a night watchman at a specialized educational facility, has been convicted of heinous sexual offenses committed against vulnerable young boys.

The crimes took place during the 1990s at Mounton House School in Chepstow, a school known for accommodating children with behavioral and learning difficulties.

Starr, now 71 years old, was found guilty of sexually abusing multiple boys under his care, exploiting his position of authority and trust.

His actions were described as both sinister and opportunistic, with the court hearing how he manipulated and groomed his victims over an extended period.

The abuse was carried out in a manner that appeared to be caring and benign on the surface, which made his betrayal even more devastating to those affected.

During the sentencing hearing at Cardiff Crown Court, prosecutor Mark Cotter QC detailed the extent of Starr’s misconduct.

He explained that Starr worked as a caretaker and night watchman at Mounton House School, where he had his own room close to the boys’ sleeping quarters.

His role involved checking on the children with a torch, but behind this routine, he engaged in sexual abuse of nine young boys who resided at the school.

Cotter revealed that Starr would often comfort the boys, many of whom missed their families, by drawing pictures and cartoons for them, which they would display near their beds.

These seemingly innocent gestures were part of his grooming strategy, designed to build trust and a false sense of security.

Starr also allowed the boys to watch videos after dinner, further ingratiating himself with his victims.

The court heard that Starr had previously been convicted in 1998, serving a 12-year sentence following an earlier investigation into historical abuse in South Wales children’s homes, known as Operation Goldfinch.

Despite this, he continued to offend, with the current trial revealing a pattern of predatory behavior that spanned years.

One of the victims provided a poignant impact statement, expressing how the abuse had haunted him for over 25 years.

He stated, “I have spent the last 25 years of my life burying my head in the sand.

I think my life might have turned out different had this not happened to me.” In mitigation, Ignatius Hughes QC noted that Starr had not committed any further offenses for the past three decades and had already served a significant prison sentence.

However, the judge, Jeremy Jenkins, was unequivocal in his condemnation.

He described Starr as someone who was perceived as a kind and jokester-like figure, but who ultimately betrayed that trust in the most cruel and calculated manner.

Judge Jenkins sentenced Starr to 19 years in prison, emphasizing that his actions had caused profound harm.

Additionally, Starr was ordered to register as a sex offender for the remainder of his life.

As the court proceedings concluded, Starr showed no visible emotion as he was led away to begin his sentence, his reputation forever tarnished by the crimes committed within the walls of Mounton House School in Chepstow, and his connection to Cardiff, where he resided on Ty Fry Road, Rumney.
