ROBERT HODGE SHOCKS COWDENBEATH WITH BIZARRE WINDOW EXPOSE AND SEXUAL OFFENCE

A disturbing incident involving Robert Hodge, a 51-year-old resident of Martin Crescent in Ballingry, has left the local community shaken. The offence occurred on December 22 at a residential property on Broomfield Road in Cowdenbeath, a location known for its quiet, suburban atmosphere. According to court records, Hodge approached the house and engaged in a series of inappropriate and sexualized behaviors that were witnessed by a woman living there.

It was reported that Hodge went up to the window of the house and exposed his genitals to a young woman inside. The incident was not isolated; prior to this, he was observed licking his hands repeatedly, a disturbing behavior that drew the attention of the women inside. He then placed his hands inside his trousers, further escalating the situation, before ultimately exposing his penis to the occupants of the house.

The court heard that the incident took place at a property overlooking a large park, which was described as a secluded area, providing Hodge with some degree of privacy or opportunity to act without immediate interference. The women inside the house became aware of Hodge watching them through the window, prompting one of them to quickly draw the curtains in an attempt to shield themselves from his view.

Shortly after, witnesses observed Hodge pacing back and forth in front of the house, exhibiting increasingly bizarre behavior. He was seen licking his hands repeatedly before placing them down the front of his trousers. At one point, he moved closer to the window, prompting one of the women to act swiftly and secure the doors, fearing that he might attempt to enter the property. In a bid to document his actions, one of the women began filming him, capturing footage that included Hodge exposing his erect penis.

During the court proceedings, defence solicitor Aime Allan emphasized that her client was a first-time offender and described his actions as “wildly out of character.” She explained that Hodge’s recollection of the events was impaired due to the influence of alcohol and substances he had consumed at the time. Allan also expressed her client’s embarrassment over being brought to court for such a serious offence.

Sheriff Krista Johnston described the incident as “bizarre” and acknowledged the significant impact it must have had on those who witnessed it. She sentenced Hodge to a community payback order, requiring him to complete 120 hours of unpaid work and to be under supervision for a year. However, due to the specifics of the case and the legal framework under the Sex Offences (Scotland) Act 2009, Hodge was not placed on the sex offenders register. The prosecution’s case was pursued under this act, which stipulates that an offender can only be registered if they receive a custodial sentence or if the victim is a child, neither of which applied in Hodge’s case.
