RICHARD TAYLOR BUSTED IN CWMBRAN FOR BREACHING SEX OFFENDER ORDERS AND POSSESSING THOUSANDS OF CHILD INDECENT IMAGES
Richard Taylor, a 61-year-old resident of Pontnewydd Walk in Cwmbran, has been sentenced to prison after a series of violations related to his previous convictions and court orders. The case highlights the ongoing concerns surrounding individuals with a history of sexual offenses and their attempts to evade restrictions imposed by the justice system.Taylor was initially convicted in August 2024 of being a known paedophile. His conviction followed a police investigation that uncovered an alarming collection of indecent images and videos depicting children being sexually abused. The authorities found so many such images that they could not even count them all, underscoring the severity of his possession. Among the material were videos and photographs showing children as young as six years old being subjected to sexual acts, including rape by adults and assaults by other children.
As part of his sentence, Taylor was ordered to comply with a sexual harm prevention order, a legal measure designed to prevent him from reoffending. Despite this, he was found to have violated the terms of this order multiple times. On August 12, 2024, Newport Crown Court heard that Taylor had been in breach of the order, which was meant to restrict his access to certain online activities and prevent him from possessing indecent images.
Further breaches came to light in December 2024 when Taylor secretly purchased a new laptop and set up an internet router without informing the authorities. When police officers discovered these devices, Taylor claimed he could not remember his passwords, which prevented them from conducting a thorough search. However, investigators found that Taylor had been using the new device with a VPN, making it appear as though he was browsing the internet from the United States, thus attempting to conceal his online activities.
The police investigation revealed that Taylor possessed a staggering 2,608 indecent images classified under categories A, B, and C, along with 182 prohibited images and extreme adult pornography. These findings prompted serious legal action, and Taylor was brought before the court to face these charges.
Judge Eugene Egan sentenced Taylor to 14 months in prison but suspended the sentence for 18 months, meaning he would not serve time immediately but would be under supervision. Additionally, Taylor was ordered to register as a sex offender for the next ten years. The court also imposed a 10-year sexual harm prevention order, which Taylor was found to have breached multiple times.
In a subsequent hearing, Judge Daniel Williams addressed Taylor’s latest violations, emphasizing that his actions were not mere technical breaches but deliberate attempts to circumvent the restrictions placed upon him. The judge described Taylor’s conduct as a calculated effort to evade the law and continue his illegal activities. As a result, Taylor was sentenced to an additional 20 months in prison. He was also ordered to pay a statutory victim surcharge. The sentence will be served in two parts: half in custody and the remaining half on license, ensuring continued supervision after his release.
