RICHARD JOUGHIN FROM CHATHAM SENTENCED FOR CHILD PORNOGRAPHY OFFENSES
In a case that has once again cast a shadow over the community of Chatham, Richard Joughin, a 68-year-old retired bus driver, has been found guilty of possessing and distributing child pornography. The incident occurred while Joughin was awaiting the implementation of a court-mandated sex offenders’ rehabilitation program, highlighting a troubling pattern of behavior that has persisted despite previous convictions and court orders.Joughin’s criminal history is extensive. In July 2003, he was sentenced to nine months in prison and placed on the sex offenders’ register for a decade after being convicted of indecently assaulting a 13-year-old girl. Following this, in 2005, he received a three-year community order after being charged with 16 counts of creating indecent images of children. These prior convictions underscored the seriousness of his offenses and the ongoing concern about his conduct.
The latest incident unfolded on Sunday, January 7, when public protection officers visited Joughin’s residence on Clandon Road, Lordswood, Chatham. During the visit, the officers requested access to his computer, which Joughin willingly provided. The officers discovered nearly 1,000 images of child pornography stored on his device. The investigation revealed that Joughin’s computer was protected by a password he had set himself, which was “Baby Girl.” When he logged into his account, a level one image of a girl, classified as the lowest on a scale of one to five, was immediately visible.
Prosecutor Jo Cope explained that Joughin also mentioned having a Hotmail email account. Upon accessing this account, authorities found a sexually explicit message involving a young girl, further confirming his involvement in the distribution and possession of such material. Joughin later admitted that he had posed as a 10-year-old girl online to chat with other adults who shared similar interests and to send them indecent images of children.
The authorities’ examination of his computer revealed a disturbing collection of images: out of the 969 images found, 11 were classified as level five (the most severe), 39 as level four, 98 as level three, 51 as level two, and a staggering 770 as level one. Joughin confessed to making, possessing, and distributing these indecent images, actions that are considered serious criminal offenses.
During the court proceedings, Joughin’s defense lawyer, Maria Culling, acknowledged that her client’s attitudes towards his behavior were concerning. She stated, “He has admitted that his actions were sexually motivated,” and emphasized that Joughin did not see how his conduct could be linked directly to abuse. Culling explained that the purpose of the previous court order was to address his attitudes, but unfortunately, Joughin had not participated in the sex offender rehabilitation program, which might have helped him change his mindset.
Judge Michael Lawson, QC, expressed his disapproval of Joughin’s lack of progress. He remarked that the defendant had not made any effort to alter his behavior and noted, “You can’t force people to change their attitudes if they don’t want to.” The judge decided to remand Joughin in custody while awaiting a pre-sentence report, indicating that a custodial sentence was inevitable given the gravity of his offenses and his failure to demonstrate remorse or change.
This case underscores the ongoing challenges faced by authorities in managing repeat offenders and highlights the importance of vigilant monitoring and intervention to protect vulnerable children from exploitation and abuse, especially in communities like Chatham where such incidents have profound impacts.
