RAYMOND LINDSAY FROM DUNGANNON: EX-RUC INSPECTOR'S SHAMEFUL RE-OFFENSES IN NORTHERN IRELAND

In a disturbing revelation that has shocked the community of Dungannon and the surrounding areas, Raymond Keith Lindsay, a former senior officer of the Royal Ulster Constabulary (RUC), has once again been linked to serious child sex offenses. Lindsay, who is now 63 years old and resides on Killyman Road in Dungannon, has a long and troubling history of sexual misconduct dating back to the early 1990s.

His criminal activities include a series of heinous acts targeting children as young as eight years old. Lindsay’s pattern of offending spans over three decades, with his first known conviction occurring in 1994 when he was jailed for 16 sex-related offenses, including gross indecency and indecent exposure. This arrest followed a high-speed chase through Belfast, after which he was taken into custody. Despite his initial incarceration, Lindsay’s predatory behavior did not cease, and subsequent offenses led to further imprisonment in 1996 and 2012.

His misconduct was not limited to isolated incidents. Lindsay’s position within the police force, notably as a staff officer to the Deputy Chief Constable of the RUC, was exploited to target vulnerable victims. Reports indicate that he would approach schoolgirls under the guise of offering help, only to abuse them. Witnesses and victims have described how Lindsay would sit in his car, sometimes half-naked with a pornographic magazine at his side, beckoning young girls over and exposing himself.

In 2018, Lindsay’s depravity reached a new low when he attempted to lure an eight-year-old girl into the woods at Castlewellan Forest Park. The young girl, who was on a camping holiday with her family, noticed Lindsay following her and her sibling. When she responded that she was eight years old, Lindsay dismissed her as too young and proceeded to ask if a priest visited her school. He then made horrifying propositions, asking if she wanted to remove her underwear and suggesting he would show her his genitals if she entered the woods with him. The girl, frightened, managed to escape and reported the incident to her mother, who raised the alarm.

Following this attempt, Lindsay was arrested at his home in Dungannon. He claimed to have been at home all day, denying any involvement, and suggested that his mother had “memory problems,” though she denied being with him. The police discovered a white van registered to Lindsay at the scene, which further implicated him. His arrest led to a recall to prison, as he had previously been released in 2016 after serving time for similar offenses. His parole application was subsequently denied.

Most recently, Lindsay pleaded guilty to multiple charges at Dungannon Crown Court. These included 15 counts of making indecent images of a child and five counts of possessing prohibited images. The plea was entered just days before his scheduled trial, with Lindsay appearing via video-link from his solicitor’s office. The court ordered pre-sentence reports and mandated that Lindsay sign the Sex Offender’s Register, with the length of registration to be determined at sentencing. He remains on bail, set at £500, while awaiting sentencing.

During the confrontation with a journalist at his residence, Lindsay appeared surprisingly composed, claiming ignorance of his guilty plea and suggesting the case was still ongoing. He refused to express remorse or regret for his actions, stating only that he had “nothing more to say.” When questioned about his continued offending, Lindsay offered no explanation, merely indicating he would discuss the matter in September when sentencing is expected.

His criminal record is extensive. Lindsay’s offenses include a 1994 conviction for multiple sex crimes, a 1996 conviction for similar offenses, and a 2012 imprisonment. His misconduct was often facilitated by his authoritative position within the police force, which he exploited to prey on vulnerable children and young girls. Despite his high intelligence and academic achievements, Lindsay’s career in law enforcement was marred by his repeated sexual offenses. His actions have caused significant harm and distress to numerous victims, and his case continues to draw public outrage and concern over safeguarding measures in the community of Dungannon and beyond.
