    In a case that has shocked the local communities of Dover and St Margaret’s at Cliffe, Peter Turner, a former scout leader, has been sentenced to a lengthy prison term after being convicted of multiple serious sexual offences involving minors. The court proceedings revealed a disturbing history of abuse spanning over four decades, culminating in a conviction that underscores the severity of his crimes.

    Turner, now 58 years old and residing on Kingsdown Road in St Margaret’s at Cliffe, was found guilty of 16 counts that included rape, indecency with children, indecent assault, and possession of child sex images. Despite his initial denials, evidence presented during the trial proved overwhelming, including the discovery of thousands of illicit images on his computer, depicting children as young as four being sexually abused. The police investigation uncovered a staggering collection of images: 15 at the most severe level five, 329 at level four, 359 at level three, 95 at level two, and approximately 1,800 at level one.

    Remarkably, Turner had previously been convicted two years prior for downloading similar disturbing images, which he claimed were related to his interest in railway models. His conviction in 2014 was widely reported, and it was this prior case that eventually led to renewed police investigations after a victim, prompted by media coverage, came forward to report her abuse. The victim, who was just six years old at the time, recounted how Turner’s abuse had profoundly affected her life, causing emotional trauma, damaged relationships, and feelings of guilt for not speaking out sooner.

    During the recent trial at Canterbury Crown Court, the jury heard harrowing victim impact statements. Some of the women, now adults, broke down in tears as they described how the abuse had devastated their lives, shattered marriages, and left them feeling powerless. Turner sat impassively throughout the two-hour hearing, showing no remorse or empathy, and remained in complete denial about his sexual interest in children, according to the judge.

    Judge Simon James delivered a stern sentence, condemning Turner’s actions and characterizing his behavior as brazen and calculated. He sentenced Turner to 20 years in prison, with an additional five years on license, meaning he will serve at least 13 years before being eligible for parole. The judge emphasized that Turner would not be released until authorities are convinced he no longer poses a threat to children. As Turner was led away in a blue T-shirt, a member of the public in the gallery mockingly shouted, “Go do your bird!”

    The court also heard that Turner, who was once trusted as the Akela of the Kingsdown Cub Scout group, had exploited his position of trust to carry out his crimes. The police investigation revealed that Turner had been involved in these heinous acts for many years, with some victims attacked during activities such as bike rides to Deal, where he was purchasing supplies for the Cub Scouts. His attempts to conceal his activities included threats to victims, warning them they would not be believed if they disclosed the abuse, and that they might be taken into care.

    In addition to the criminal proceedings, Turner’s history of misconduct was further highlighted by his previous conviction in March 2014, when he was jailed for nine months after admitting to downloading over 2,500 indecent images of children, some as young as two. Police had raided his home in Kingsdown Road, St Margaret’s, after receiving a tip-off from Gloucestershire authorities. Turner claimed he was searching for images of trains, but forensic analysis proved otherwise. He later expressed remorse in a letter to his lawyers, stating, “I wish I was dead… my life is over. I must have been out of my mind.”

    Prosecutor Simon Taylor emphasized that Turner’s long-standing abuse was facilitated by victims’ reluctance to report, often due to threats and fear of not being believed. The court heard that some victims only disclosed their experiences after suffering nightmares, and that Turner’s claims of innocence and accusations of falsehoods by victims were unfounded. The case also revealed inconsistencies, such as Turner’s denial of owning a computer until 2005, which was contradicted by evidence from his brother, Andrew, who confirmed they had purchased a computer together in 1999.

    Following the conviction, the Scout Association issued a statement condemning Turner’s actions, confirming that he had been suspended from all contact with the organization and would never be permitted to work with children again. The case serves as a stark reminder of the importance of safeguarding and vigilance within community organizations, especially those involving youth activities. Turner’s sentencing marks a significant step in delivering justice for his victims and reinforcing the ongoing fight against child exploitation and abuse in the region.
