PETER SHELLEY FROM LIVERPOOL CONVICTED FOR CRUELTY TO PUPPY IN WARBRECK AVENUE

Peter Shelley, a resident of Liverpool, has been found guilty of neglecting a young pocket bully puppy named Peggy, who was suffering from severe health issues due to inadequate care.

Shelley, born around 1977 and living on Warbreck Avenue in Walton, Liverpool L9 8DJ, faced trial after allegations that he failed to provide necessary treatment for Peggy's numerous medical conditions.

According to court records, Shelley previously resided on Shrewsbury Road, Prenton, in the Wirral area, but the incident in question took place at his flat in Prenton.

The case centered around Peggy, a puppy with a range of untreated health problems, including a skin condition, bilateral ear infections, and a vaginal prolapse.

The dog was discovered in a dire state on April 23, 2023, when authorities responded to a welfare check at Shelley’s residence.

Police officers had been dispatched to the flat to investigate concerns about Peggy’s wellbeing after Shelley was taken into custody for unrelated matters.

During their visit, officers observed bloodied bedding in Peggy’s crate, which raised immediate concerns about her health.

Recognizing the severity of her condition, the officers contacted the RSPCA to intervene.

RSPCA Inspector Anthony Joynes, who responded to the scene, recounted that Peggy had been seized by police and urgently needed veterinary assessment.

He explained, “The dog had been seized by officers and I advised that she should be taken urgently to a vet for assessment.” Inspector Joynes further detailed that he visited Shelley’s flat but was unable to gain access through the side gate, leaving a calling card for the owner or responsible person to respond.

Arrangements were made for a colleague to collect Peggy the following day and transport her to the RSPCA’s Greater Manchester Animal Hospital for immediate treatment.

On April 23, the first veterinarian to examine Peggy reported that she was in poor physical condition.

The vet noted a low body condition score, inflamed and crusted dermatitis affecting her ears, chin, eyelids, and chest, along with bilateral ear canal infections and a vaginal prolapse.

In her official statement, the vet expressed concern that these conditions had persisted for more than three weeks, and she observed that no treatment or veterinary help had been sought for Peggy’s ailments, especially the prolapse.

The following day, April 24, a second vet at the RSPCA’s Greater Manchester Animal Hospital conducted a further examination.

This vet diagnosed an ulcerated vaginal prolapse, bilateral ear infections, and a skin allergy that caused severe itching and hair loss.

She estimated that Peggy had been suffering for at least two weeks, likely longer, before her rescue.

Further investigation revealed that Peggy had been in the care of a local charity on April 10, 2023, after being found straying.

Despite this, Shelley reclaimed her three days later, disregarding advice from kennel staff to seek urgent veterinary treatment.

During police interviews, Shelley claimed Peggy was being well looked after and minimized the severity of her health issues, stating he did not believe her ears were that bad and that she appeared to be okay despite the prolapse.

Initially, Peggy was cared for at a private boarding facility arranged by the RSPCA.

She was later transferred to the charity’s branch in Macclesfield, SE Cheshire, and Buxton, where she entered foster care.

Thanks to prompt veterinary treatment and foster care, Peggy made a significant recovery and was adopted in early March 2024.

She has since settled comfortably into her new home.

Inspector Joynes, speaking after the trial, expressed his concern over the case, saying, “Peggy is such a sweet little dog and has been a favorite with everyone involved in her rescue, treatment, and rehoming.

She was let down severely by her owner, who should have sought veterinary care much sooner for her issues.

I want to thank the police officers who seized Peggy for their dedication to her safety.

I hope she now enjoys a long, happy life with her new family.” In sentencing, Shelley received a ten-week custodial sentence, suspended for 12 months, along with an additional eight weeks suspended for unrelated matters.

He was also disqualified from keeping animals for 18 months, a restriction set to expire in September 2025.
