EXETER MAN PETER LORAM/LOWE CAUGHT WITH CHILD RAPE IMAGES ON DARK WEB

In a disturbing case that has shocked the community of Exeter, a woman’s discovery of highly illegal and disturbing material on her partner’s computer led to a police investigation and subsequent arrest.

The incident unfolded in Bridford, where the woman, upon noticing a memory card left in a card reader on her partner’s office desk, decided to investigate its contents out of curiosity.

What she uncovered was a horrifying collection of child exploitation images and videos, which she immediately reported to the authorities.

Upon examination, law enforcement officials found that the SD card contained an alarming total of 240 movies and 204 photographs, all of which had been downloaded from the Dark Web.

The first file she encountered bore the shocking title ‘five-year-old boy gets f***ed by his mother,’ setting the tone for the severity of the material stored on the device.

The images and videos depicted children aged between two and fifteen years old, with most classified in the most severe category, illustrating children suffering penetrative abuse inflicted by adults.

Peter Loram, who was at the time a company director, was identified as the individual responsible for these illicit downloads.

Following the discovery, Loram, aged 39, separated from his partner.

He has since changed his surname to Lowe.

The police investigation revealed that Loram had been actively searching for and downloading such material over a period of several years, with browsing history indicating ongoing interest and engagement with this type of content.

During the police proceedings, it was established that Loram had downloaded a total of 444 items, including 171 movies and 84 still images, with a significant portion classified as Category A, indicating the most serious level of child abuse imagery.

The police recovered these items from a Sandisk SD card, which was found in his office.

The investigation also uncovered that Loram’s online activity included searches related to child exploitation, further confirming his involvement in the possession and distribution of illegal material.

On May 7, 2020, Loram’s partner discovered the SD card and, upon viewing its contents, was horrified by the explicit and abusive content.

She promptly contacted the police, leading to a detailed search and seizure of multiple devices linked to Loram.

During his police interview, Loram admitted to being addicted to pornography, with his interests escalating over time to include more extreme material.

He confessed that he had started seeking such images approximately five years prior and had downloaded content from the Dark Web.

At Exeter Crown Court, Loram, now known as Lowe and residing with no fixed address, pleaded guilty to three counts of making indecent images of children through downloading.

The court heard that the images depicted children in the worst categories of abuse, with some showing severe sexual exploitation.

The prosecution’s case was supported by evidence of Loram’s browsing history, which was consistent with his involvement in the illegal activity.

Judge David Evans sentenced Loram to nine months in prison, suspended for two years.

Additionally, he was ordered to complete a sex offenders treatment course within 30 days of rehabilitation activities.

Loram was also placed on the sex offenders register and subjected to a sexual harm prevention order for ten years, which grants authorities the authority to monitor his online activity closely.

The judge emphasized the gravity of the offense, stating, “You were arrested after your then partner, who is no longer your partner, came across an SD card in your office.

She was shocked to discover what was on that storage device.

There were photographs and videos depicting the sexual exploitation and abuse of children, often very young children, by adults.” Prosecutor Mr.

Tom Bradnock highlighted the severity of the case, noting that the images included some of the most serious forms of child abuse.

He explained that Loram’s partner found the incriminating files on May 7, 2020, and that police recovered a significant amount of illegal material during their investigation.

The case underscores the ongoing threat posed by individuals involved in the dark web’s illicit activities and the importance of vigilant reporting by those who stumble upon such disturbing content.
