PC DANIEL BROWN

A Police misconduct hearing has heard how a student police officer PC Daniel Brown posted a video into a WhatsApp group for other Merseyside student police officers whilst he was on duty which showed him naked from the waist down with his genitalia exposed and his penis in a brace.

The hearing heard that Brown was also observed in the video to be pulling his testicles to one side to show his anus with an object inserted into it.

The video was sent to a WhatsApp group that had 18 members in it but was seen by only two officers causing one of them to become distressed.

The incident that happened in September 2021 was while Brown was involved in a Zoom training session which was being facilitated by Liverpool John Moores University.

Brown was on the police constable degree apprenticeship, which is a 3-year program that gives student police officers a BSc honours degree after 3yrs of both classroom-based studies, while also serving as operational police officers.

in a written notification placed on the force website, newly appointed Merseyside Police Chief Constable Serena Kennedy said “Our communities expect us to maintain the highest standards of professional behaviour and whilst he [Brown] was at home at the time he was still on duty and attending a training lesson.” The hearing heard that on the day of the hearing Brown had resigned from the force preventing him from being sacked, but the hearing decided that had he still been a serving police officer he would have been dismissed without notice.

He will also be on the police barred list which will prevent him from ever working in law enforcement again.

In describing her reasons for her decision, the Chief constable said “the behaviour, in this case, concerns inappropriate sexual behaviour whilst on duty, which is a matter of local and national concern.” Daniel Brown did not attend the hearing.
