Uttoxeter Man Sentenced for Outraging Public Decency Paul Williams, a 58-year-old resident of Uttoxeter, has been issued a 12-month community order following a series of inappropriate incidents outside his home.

Over three consecutive days in September 2024, Williams was observed performing sex acts on himself in public view.

Neighbors who witnessed the behavior contacted the police, expressing deep concern that children in the area might be exposed to his actions.

During the proceedings at North Staffordshire Justice Centre, the prosecution detailed how a female witness was "horrified" to see Williams repeatedly engaging in this conduct for brief intervals before retreating back inside his house.

In his defense, it was noted that Williams had no prior criminal record.

His solicitor explained that the defendant was experiencing significant emotional distress at the time due to the breakdown of his marriage and a recent move.

Although Williams initially denied the more serious charges of indecent exposure, he pleaded guilty to the alternative charges of outraging public decency to avoid a full trial.

As a result of his conviction, Williams must undergo 25 days of rehabilitation activities.

He was also ordered to pay a £108 fine, along with £400 in legal costs and a £114 victim surcharge.
