A woman involved in heinous sexual offenses against a child, along with two other men, has been sentenced to life imprisonment following a thorough investigation conducted by Merseyside Police in collaboration with St Helens Social Care authorities.

The case, which uncovered the disturbing extent of the abuse, also implicated Paul Rafferty, a 62-year-old resident of Fry Street, St Helens.

The criminal proceedings gained momentum after a series of initial investigations revealed incriminating digital evidence.

During a court case in June 2021, authorities examined a mobile phone linked to Vicki Bevan, who was convicted of possessing indecent images and videos of children.

The evidence recovered indicated that these illicit materials had been transmitted via a mobile number associated with Bevan.

Further examination uncovered messages and images suggesting that Bevan was actively engaged in sexually abusing children in partnership with two other men.

This evidence prompted law enforcement to conduct a detailed search of Bevan’s residence, where multiple electronic devices, including laptops and mobile phones, were confiscated.

These devices contained numerous indecent images of children, which had been shared with her co-conspirators, Tony Hutton and Paul Rafferty.

Bevan was arrested on Monday, October 25, 2021, and faced initial charges the following day.

As the investigation progressed, additional charges were filed, ultimately bringing her indictment to a total of 34 offenses.

Vicki Bevan, who resided on Napier Street, St Helens, admitted to her crimes and appeared in Liverpool Crown Court in January 2022.

She was consequently sentenced today to life imprisonment with a minimum term of 10 years.

Her convictions included rape, five counts of assaulting a child under 13 by penetration, two counts of sexual assault of a child under 13, inciting a child to participate in sexual activities, making indecent images, three counts of distributing indecent photographs of a child, and two counts of possessing extreme pornography.

Paul Rafferty, the 62-year-old from Fry Street, St Helens, received a 10-year prison sentence, complemented by an extended four-year license period.

His crimes comprised the rape of a child under 13, assaulting a child under 13 by penetration, sexual assault of a child under 13, three counts of making indecent images of a child, one count of creating an indecent photograph, and two counts related to producing additional indecent images.

Joining the conviction list was Tony Hutton, aged 42, from Liverpool Street, St Helens.

He was sentenced to four years of imprisonment for crimes including sexual assault of a child under 13 and two counts of taking indecent photographs.

Detective Chief Inspector Allison Woods expressed her concern and condemnation of these acts, emphasizing the severe harm caused to the victims.

She stated: "These extremely disturbing crimes committed by Bevan, Rafferty, and Hutton have caused great psychological and physical harm to their victims and destroyed lives.

They repeatedly subjected them to deplorable offences, and we welcome the lengthy sentences given out by the court today." She further commended the collaborative efforts between Merseyside Police and St Helens Social Services, which led to the apprehension and conviction of these offenders.

"Thanks to our extensive investigations with St Helens Social Services, these three despicable offenders are all behind bars where they pose no further risk to children.

I would like to thank the detectives and social workers on the investigation team who have worked tirelessly to support the victims of Bevan, Rafferty, and Hutton and gather evidence to bring them to justice." Chief Inspector Woods urged anyone aware of ongoing abuse to come forward, assuring that the police have dedicated teams ready to handle such sensitive cases.
