In a disturbing case that has shocked the community of Oxford, Paul Mitchell, a man with a long history of sexual offenses, was found guilty of breaching a Sexual Offences Prevention Order and was subsequently branded as a dangerous individual by the court. The 42-year-old, who resides on East Avenue in Oxford, has a criminal record that dates back decades, including a conviction for rape in June 1991. His history is marred by multiple convictions for sexually assaulting teenage girls, highlighting a pattern of predatory behavior that has persisted over the years.Prosecutor Tom Godfrey outlined the details of Mitchell’s latest misconduct, revealing that in July of the previous year, he initiated a relationship with a woman from Liverpool. The connection was established through online interactions, specifically while playing computer games on the internet. This relationship was not merely casual; it was a calculated move by Mitchell to gain access to the woman’s family, particularly her children. The prosecutor explained that Mitchell discovered the woman had three children, including a 15-year-old daughter, and he took the opportunity to stay with the family on multiple occasions.
During these visits, Mitchell’s focus appeared to be on the teenage girl. Court documents detailed how he followed her around the house and began texting her frequently, actions that raised serious concerns among her family members. The situation escalated when Mitchell once followed the girl up to her bedroom, only to be met with her slamming the door in his face. In response, the girl requested a lock for her door, which was subsequently installed, indicating her discomfort and the need for increased security.
The girl’s mother grew increasingly worried about Mitchell’s behavior. The prosecutor highlighted that Mitchell had offered to take her out on trips and to a pop concert, and had sent her text messages professing love. Although no physical contact or sexual activity occurred between Mitchell and the girl, his actions suggested a manipulative intent, possibly aiming for a more sinister outcome that was ultimately thwarted.
Further complicating the case, it was revealed that Mitchell had expressed a desire to marry the girl’s mother, a statement that has left her feeling “used and taken advantage of,” according to the court. Mitchell’s behavior was also scrutinized for breaching his court-imposed restrictions multiple times. He lied to probation officers about his whereabouts, sent messages to a girl under 16, used the internet without restrictions, and stayed in a house where a minor was present, all in violation of his Sexual Offences Prevention Order.
Mitchell’s past breaches and ongoing misconduct led Judge Mary Jane Mowat to impose a sentence of three and a half years in prison. The judge emphasized the defendant’s complete defiance of court orders and his dangerousness, which warranted an indefinite continuation of the restrictions. In her remarks, Judge Mowat expressed her concern that Mitchell’s primary motivation for entering into a relationship with the woman was to get close to her daughter, underscoring the predatory nature of his actions and the potential risk he poses to children in the community of Oxford.
