PAUL FISHER FROM CARDIFF JAILED FOR CHILD ABUSE IMAGE OFFENSES
In January 2017, a former teacher from Cardiff was sentenced to prison after a disturbing case involving the possession and distribution of a vast number of child abuse images.Paul Fisher, aged 68, was found to have downloaded over 2,000 indecent images of children, some depicting boys as young as 10 years old, and had shared more than 800 of these images through a peer-to-peer file sharing platform.
During the sentencing at Cardiff Crown Court, Judge Daniel Williams emphasized the gravity of Fisher’s actions, stating, “You must recognise that behind each of those images is a real child.” The court was informed that Fisher was already under a Sexual Harm Prevention Order, which had been imposed in 2012 following previous offending.
This order specifically prohibited him from viewing or downloading images of children online, highlighting the ongoing concern regarding his behavior.
Prosecutor Paul Hewitt detailed the police operation that led to Fisher’s arrest.
On November 10 of the previous year, authorities visited his residence on Angus Street in Roath, Cardiff, where they seized his laptop and USB memory sticks.
Subsequent analysis of these devices uncovered a disturbing collection: 78 images classified as Category A, indicating the most serious abuse; 921 images in Category B; and 1,052 in Category C, which are considered less severe but still illegal.
Following his arrest, Fisher was taken into custody and admitted to using a file-sharing site to distribute approximately 870 images, including around 600 videos.
These materials spanned all categories of abuse, further underscoring the severity of his actions.
Prosecutors also revealed that Fisher had a prior conviction for indecent assault dating back to 1985, along with convictions related to making and possessing indecent images of children.
In the pre-sentence report, it was noted that Fisher presents a high risk of reoffending, raising serious concerns about public safety.
The court heard that Fisher not only possessed and distributed indecent images but also had breached the Sexual Harm Prevention Order previously imposed on him.
Judge Williams highlighted that the majority of the images involved young boys, some as young as ten, and concluded that Fisher posed a significant threat to the community.
As a result, he was sentenced to three years in prison, reflecting the seriousness of his crimes and the ongoing danger he represents.
