    In August 2023, Paul Evans, a known child sex offender from Neath, was caught attempting to conceal a mobile device during a police visit, marking his third violation of a sexual harm prevention order (SHPO).

    Evans, aged 55, had been under strict legal obligations to report all mobile phones to authorities following his conviction for attempting to meet a 12-year-old girl for sex through online grooming. Despite these restrictions, police officers conducting an unannounced inspection at the Ambassador Hotel in Neath town centre discovered Evans in a state of undress, having just emerged from bed.

    The officers, suspicious of his delay in dressing, decided to enter his room. Their suspicions were confirmed when they found Evans trying to hide a mobile phone beneath his pillow. The device was actively being used to conduct a video call with a woman, which raised immediate concerns.

    The court was informed that the phone had not been registered or notified to the police, constituting a clear breach of the SHPO. Evans was promptly arrested on suspicion of violating the order. This order was originally imposed in 2018 after Evans was convicted of sending hundreds of explicit messages to what he believed was a 12-year-old girl, along with leaving sexual voicemails on her phone. His actions culminated in him turning up at an arranged meeting, which was part of a sting operation by paedophile hunters.

    During that 2018 incident, Evans had been communicating with a decoy account operated by vigilantes, not the actual girl. He was sentenced to two years in prison for that offense. After his release on licence, Evans acquired a Motorola G7 smartphone, which he kept hidden from authorities. His continued offending was detected when staff at a Job Centre noticed suspicious activity, leading to his re-arrest and an additional eight-month prison sentence for breaching the SHPO.

    Further breaches occurred in October 2021, when Evans again contacted a social media profile pretending to be a 12-year-old girl. Despite being reminded of her supposed age, Evans engaged in sexually explicit conversations, expressed love, and invited her for sleep-overs at his residence. The conversation moved to WhatsApp, where he persisted in his inappropriate communication, asking for sex and discussing meeting her at a McDonald's in Baglan.

    When Evans arrived at the designated meeting point, he was confronted by members of the paedophile hunter group who then alerted the police. His actions led to a sentence of two years and eight months in prison, with the judge noting an error in the Crown Prosecution Service's handling of his case, which prevented an extended sentence.

    In the latest incident, Evans, formerly residing on Kennel Row, Briton Ferry, and now living on The Parade in Neath, pleaded guilty to breaching his SHPO during sentencing. Judge Catherine Richards emphasized that Evans had deliberately violated the court order, and given his extensive criminal history and the assessment of probation officers, he posed a significant risk of causing serious harm.

    The judge determined that the appropriate sentence, based on guidelines, was 30 months in prison. However, considering Evans' guilty plea, he was sentenced to 20 months, with the understanding that he would serve up to half of that in custody before being released on licence to serve the remainder in the community.

    Evans' case underscores the ongoing challenges faced by authorities in monitoring and managing individuals with a history of sexual offenses, especially those who continue to breach legal restrictions and attempt to conceal evidence of their misconduct.
