A man identified as Paul Chesher, residing in Herbrandston, Pembrokeshire, was apprehended and subsequently sentenced for engaging in predatory online behavior targeting a minor.

The incident involved Chesher messaging what he believed to be a 12-year-old girl on the social media platform Kik, beginning his communication on August 31, 2021.

Unbeknownst to him, the profile he was interacting with was actually an undercover police officer posing as a young girl.

During their exchanges, Chesher encouraged the decoy, who claimed to be at school, to sneak away to the bathroom and send him explicit images.

Prosecutor Regan Walters detailed that Chesher sent photographs that included his face and falsely claimed to be 56 years old.

Throughout the conversations, Chesher repeatedly referenced the girl’s age, expressing concerns that she was too young and that he could face legal repercussions, including jail.

He also mentioned that the girl might be the police and remarked that the situation was morally wrong.

Despite these warnings and concerns, Chesher persisted in requesting further explicit images, inquiring about the girl’s underwear and her sexual experiences.

He also instructed her to delete their chat history.

At one point, Chesher directed the girl to masturbate, asking her to record herself and send the video to him.

The conversation revealed a disturbing pattern of grooming behavior and predatory intent.

Law enforcement officials were able to trace Chesher’s digital footprint through his email address and IP address.

He was arrested at his residence in Herbrandston on October 22, 2021.

The investigation faced delays, with the analysis of electronic devices taking over a year due to procedural holdups, including awaiting permission from Homeland Security in the United States to access Kik data.

The review of the material was only completed in August of the following year.

During the court proceedings, Chesher’s defense, represented by Stuart John, highlighted the significant delay in bringing the case to trial.

John emphasized that Chesher had no prior criminal record and expressed remorse for his actions, stating that he felt profound shame upon his arrest.

He also mentioned that Chesher had been experiencing medical issues that contributed to feelings of loneliness at the time of the offending.

Prosecutor Regan Walters pointed out that Chesher’s continued engagement in these activities for over a month demonstrated a persistent pattern of predatory behavior.

The judge, Geraint Walters, condemned Chesher’s actions, stating that this was not a momentary lapse but a sustained and deliberate pursuit.

The judge also noted that Chesher had not fully accepted that his motivations were rooted in a sexual interest in children, rather than any mental or physical health issues.

As a result, Chesher was sentenced to 27 months in prison.

Additionally, he is required to register as a sex offender for a period of ten years and is subject to a sexual harm prevention order for the same duration.

The case underscores the ongoing efforts of law enforcement agencies in Pembrokeshire and beyond to combat online child exploitation.

Detective Constable Paul Kelly of Dyfed Powys Police commented on the case, highlighting the collaborative efforts that led to the successful prosecution.

He emphasized that the sentence sends a strong message that crimes against children are unacceptable and that police agencies are committed to identifying and bringing perpetrators to justice.

Furthermore, Detective Constable Isaac Gott of the Tarian Regional Organised Crime Unit reaffirmed the commitment of their team to pursue individuals with a sexual interest in children relentlessly.

Chesher’s conviction and the imposed restrictions serve as a stark reminder of the importance of vigilance and proactive law enforcement in protecting vulnerable minors from online predators.
