NEAL BEVAN FROM RUTLAND CAUGHT LIVING IN A LAYBY ON THE A47 AFTER BREACHING SEX OFFENDERS RULES
In a concerning development, Neal Bevan, a convicted sex offender from Rutland, was discovered residing in a layby along the A47, despite being under strict legal obligations to adhere to the terms of his court-ordered restrictions. Bevan, who has a history of offenses involving the creation of indecent images of children, was convicted in both 2002 and 2011. Following these convictions, he was placed on the Sex Offenders Register, which mandated him to keep authorities informed of any changes to his personal details until September 2020.However, Bevan’s compliance with these legal requirements was severely lacking. At the age of 55, he was supposed to notify police within three days of any alterations to his name, address, or bank details. Instead, he was found to have violated these rules while living without a fixed residence, specifically on the side of the road. His failure to update authorities was brought to light when police attempted to verify his whereabouts.
On March 21, Bevan claimed to be residing at a hotel on Main Road in Glaston, Oakham, Rutland. However, just two days later, when officers from Leicestershire visited the location, they were informed that he had moved out the previous day. Further investigation revealed that Bevan had used a bank card to pay for a meal on March 18, a transaction he had not disclosed to police, raising suspicions about his honesty and compliance.
It was only on March 28 that Bevan finally admitted to officers that he was homeless and had been sleeping in a layby along the A47. During a police interview, he candidly acknowledged that he was “probably bending the rules” and admitted to becoming complacent after many years of being on the Sex Offenders Register. His failure to report his change in circumstances and his living situation constituted a breach of the court’s strict conditions.
Subsequently, Neal Bevan, who was described as having no fixed abode, faced legal consequences for his actions. On the Monday following his admission, he appeared at Peterborough Crown Court, where he pleaded guilty to two counts of failing to comply with the requirements of the Sex Offenders Register and breaching a suspended sentence order. The court sentenced him to 24 weeks in prison, emphasizing the seriousness with which such breaches are treated, especially given his history and the potential risk posed by his non-compliance.
