BLACKBURN SEX OFFENDER LIVING IN TENT FAILED POLICE CHECK-IN
A sex offender who was homeless failed to sign in with the police on a weekly basis.
Blackburn Magistrates' Court heard the police knew Mubeen Pathan was living in a tent in a local park, but he still had to register at the police station.
Pathan, 29, of Higher Barn Street, Blackburn, pleaded guilty to two charges of failing to comply with sex offender registration requirements.
He was fined £80 with £85 costs and ordered to pay a £32 victim surcharge.
Bilal Saeed, prosecuting, said while Pathan was homeless he had to register with the police every seven days.
"He simply didn't do that," said Mr Saeed.
"The offence that resulted in registration was in 2016, and this is his first breach." Gareth Price, mitigating, said the offence was linked to accommodation difficulties.
He said: "Everyone knew he was living in a tent in a local park, but he didn't register with the police on two occasions.
"He has now got accommodation and he has got some part-time work and is in a much better place than he was."
