A disturbing case involving the repeated distribution of child abuse images has culminated in the imprisonment of Matthew Lumley, a man from Newcastle.

Lumley's criminal activities, which include the circulation of highly disturbing material involving minors, have shocked the local community and prompted a serious legal response.

In August 2021, Lumley was initially sentenced to three years in prison after being found guilty of possessing, creating, and distributing indecent images of children.

At that time, authorities revealed that he possessed more than 13,000 such images.

The investigation uncovered that Lumley had received some of these images from an individual who was later identified as an undercover police officer.

This officer had set up online profiles, including on a Russian photograph-sharing website where users upload and exchange sexual images of children.

Despite serving his previous sentence and being released from custody in February of this year, Lumley's criminal behavior did not cease.

He was subject to a sexual harm prevention order, a legal measure designed to restrict his online activities and prevent further offending.

However, evidence emerged that he quickly resumed his illicit activities, engaging in online communications with what he believed to be a minor and an accomplice, but was in fact an undercover officer.

During these interactions, Lumley posted an email address and used a username containing the phrase "loveboys1997." The officer, posing as a fellow enthusiast, disclosed an interest in children aged from 0 to 10 years old.

Lumley responded by expressing similar interests, explicitly stating that he liked "crying and tying up" children and that he "loves torture and pain," adding that "any age turns me on." The conversation took a darker turn when Lumley inquired if the officer could create a custom video featuring a child screaming.

Within days, Lumley solicited videos depicting his own six-year-old daughter, describing in detail what he wished to see.

Prosecutor Emma Dowling explained that Lumley went as far as sending two Category A videos—these are classified as the most serious type of child abuse images.

The videos included footage of a two-year-old child who was "tied up and gagged," showing signs of being in "obvious pain and distress," and being abused by a woman.

The exchanges between Lumley and the undercover officer continued over several days, with the defendant discussing the content of the videos and claiming to possess additional footage of babies being raped.

The conversation was grotesque, filled with fantasies of abuse and torture involving children.

When police arrested Lumley, they discovered 826 indecent images on his phone, including 307 classified as Category A.

These images depicted some of the most severe forms of child abuse, underscoring the gravity of his offending.

Lumley, aged 26 and residing in Kingston Park, Newcastle, pleaded guilty to multiple charges, including distributing two indecent images to the undercover officer, breaching the sexual harm prevention order, and making indecent images of children.

His sentencing resulted in a three-year prison term, accompanied by an extended license period of five additional years.

He remains under sex offender registration and continues to be subject to the sexual harm prevention order.

During the sentencing, Judge Tim Gittins described Lumley as a dangerous individual.

He emphasized the severity of the images Lumley possessed, stating, "They included images that can only be described as sexual torture and terror committed against those children of the most tender years, babies and toddlers." The judge acknowledged that Lumley's autism might have contributed to his obsessive collection of such images and his social isolation but clarified that these factors did not excuse or diminish the seriousness of his actions.

He pointed out that Lumley is an intelligent young man who attended mainstream school and college, where he gained significant qualifications, notably in ICT and cybersecurity.

Despite his academic achievements, the judge noted with concern that Lumley remains deeply preoccupied with underage children in a sexual manner.

Defending Lumley, solicitor Matthew Purves remarked that the offending was "absolutely unimaginable" and that Lumley was attempting to process his own behavior.

He highlighted that Lumley had pleaded guilty, which he considered a form of mitigation.

Purves also stressed that all offenses were committed online, with no contact offenses involving actual children, and suggested that there are avenues for treatment and rehabilitation.

This case underscores the ongoing challenges faced by law enforcement in tackling online child exploitation and highlights the importance of strict legal measures to prevent such heinous crimes from continuing.
