--------------------------- 2025-01-11 06:08: A man named Mathew Cowley, with a history of sexual offenses, has been sentenced in Liverpool for attempting to engage in sexual communication with a minor online.

Cowley, who had previously been convicted of sexually abusing a schoolboy and was under a five-year Sexual Harm Prevention Order (SHPO), was caught after propositioning what he believed was a 13-year-old boy in an online chat.

In reality, the person he was speaking to was an undercover police officer.

The Liverpool Crown Court learned that on August 5 of this year, Cowley contacted the supposed 13-year-old via a chat room.

During their conversation, he claimed to be 29, then later said he was 34, and asked if the boy thought he was too old for him.

He openly discussed sexual preferences, saying, "I don't mind first timers as long as it's a secret," according to prosecutor Chris Hopkins.

The officer clarified that the boy was only 13 and still at school.

Cowley responded, "So you are a virgin, that's better." The following day, Cowley initiated another online conversation, provided his mobile number, and the chat shifted to WhatsApp.

He described the boy as "fit as f**k" and expressed his attraction.

When asked if he could trust the boy with his secrets, he responded, "No-one will ever know what we do and it is totally secret." Cowley was arrested three days later and admitted his actions during police interviews.

The court heard that the 37-year-old had previously served a three-year sentence in September 2016 for sexual activity with a 14-year-old boy he met via Skype.

After grooming the boy online, Cowley met him at a train station and then took him to a cemetery where sexual activity occurred.

Although a Sexual Harm Prevention Order was imposed at that time, the court was informed that it had now expired.

The charges Cowley admitted did not allow for a new order to be automatically issued, and police would need to apply to the magistrates’ court for a renewed SHPO.

In sentencing, Judge David Aubrey, QC, sentenced Cowley to two and a half years in prison.

The judge stated, "In my judgment, you are a sexual deviant and a paedophile who is attracted to under-age boys.

You have not learned your lesson since your previous three-year sentence in 2016." He also noted that Cowley's personal issues, including feelings of loneliness, might have influenced his behavior.

Furthermore, the judge ordered Cowley to sign the Sex Offenders Register for ten years.

He added, "The police will likely seek to have a new Sexual Harm Prevention Order imposed to protect others from you.

It is clear such an order is necessary for your protection and to serve as a deterrent.

Sadly, the previous order did not accomplish this." Defense lawyer Anthony O’Donohoe stated that Cowley had pleaded guilty to attempting to sexualize communication with a child and breaching the previous SHPO.

O’Donohoe highlighted that Cowley suffers from anxiety and depression and lives in rented accommodation on Shiel Road, where there was a rat infestation.

He mentioned that Cowley has no current contact with family or friends and that he hopes to stabilize his life through a mature adult relationship, which might help him stay on the right path.

The pre-sentence report described Cowley as high risk for future offending.

However, his attorney expressed hope that with help and participation in available programs, Cowley could reduce this risk.

O’Donohoe emphasized that Cowley is an intelligent man aware that further offenses or breaches could lead to longer imprisonment.
