DERBY SEX OFFENDER MARTIN CICA STRIKES AGAIN IN DERBY MARKET HALL TOILETS
In October 2018, a disturbing incident unfolded in Derby that has left the local community shaken and authorities on high alert.Martin Cica, a Slovakian national with a troubling criminal history, was convicted of sexually assaulting an autistic teenager in a public toilet located within Derby's bustling Market Hall.
The assault took place on July 31, when the 18-year-old victim, who has been diagnosed with autism, was in the company of his family.
After visiting the public toilets, the young man exited the cubicle and encountered Cica, who approached him with an unsettling question about his bag.
Without warning, Cica grabbed the teenager firmly by the sides of his head and forcibly kissed him in what has been described as a 'rough kiss.' The victim, understandably distressed, immediately informed his family about the assault.
Acting swiftly, they searched the vicinity and managed to locate Cica, who was then detained and reported to the police.
Cica, who was at that time of no fixed address, was arrested on the spot.
During police questioning, he denied the sexual nature of his actions, claiming he had only kissed the victim on the cheek once.
Despite his denial, Cica was taken to court and faced a trial.
The evidence presented was compelling enough to secure a conviction for sexual assault.
Additionally, Cica pleaded guilty to breaching his sex offences notification requirements, which mandated him to inform authorities of his whereabouts.
The court heard that Cica had a prior conviction for a similar offence in Sheffield five years earlier, where he was jailed for nine months in 2013 for exposing himself to a 14-year-old boy in public toilets.
Following his previous conviction, Cica was subject to a sexual harm prevention order that required him to notify police of his residence.
In 2013, he informed authorities of his move to Dublin, but subsequently disappeared and was believed to have returned to Slovakia until May of this year, when he re-entered Derby and committed the recent offence.
Derby Crown Court sentenced Cica to 18 months in prison.
Recorder Martin Butterworth described the incident as a serious breach of trust and highlighted Cica’s refusal to accept responsibility for his actions.
He stated, “On July 31, you sexually assaulted a vulnerable young man in public toilets in Derby.
You grabbed him by the sides of his head and gave him what has been described as a ‘rough kiss’.
Because of the vulnerability of the victim, this has caused him emotional upheaval.” The victim’s father, in a heartfelt victim impact statement, expressed the emotional toll the incident had taken on his family.
He said, “The incident left me emotionally shook-up.
I felt guilty by letting my son go off on his own, and I believe this incident will stay with him for a long time.” Laura Pitman, prosecuting, emphasized the gravity of the offence, noting that the victim, who is diagnosed with autism, was in town with his family when the assault occurred.
She recounted how the victim was approached, grabbed, and forcibly kissed by Cica, leading to immediate family intervention and police involvement.
Despite Cica’s attempts to downplay his actions, the court found him guilty of sexual assault and in breach of his sex offender registration requirements, underscoring his pattern of offending and blatant disregard for legal obligations.
