LUKE BARROW SHOCKS WARINGTON WITH DISTURBING SCHOOLGIRL INCIDENT IN NEWTON-LE-WILLOWS
In August 2019, a disturbing case emerged involving Luke Barrow, a 25-year-old man from Warrington, who engaged in a series of alarming and inappropriate behaviors targeting schoolchildren in Newton-le-Willows.The incident took place on the Trees Estate, where Barrow repeatedly positioned himself in his vehicle with the intent of exposing himself to young girls walking to school.
Over the course of four separate occasions, Barrow was observed sitting in his car, engaging in self-stimulatory acts as groups of secondary school pupils approached.
His actions were first noticed by a 12-year-old girl, who was walking with her friends.
She saw him staring at her and attempting to make eye contact, and later observed him exposing himself.
This distressing sight left her feeling upset and anxious, prompting her to inform her mother about the incident.
The mother subsequently reported the matter to the police, although she was unable to provide Barrow’s vehicle registration details at that time.
Despite the initial encounter, Barrow returned to the same location two weeks later and repeated his behavior.
This time, the girl managed to photograph his vehicle, providing authorities with crucial evidence.
The police responded swiftly, stopping Barrow’s car as he was heading towards St Helens town centre around 12:45 pm.
During the arrest, Barrow was taken into custody on suspicion of exposure and related offenses.
In police interviews, Barrow admitted to the acts, stating, “I accept that I did it, I’m not proud of it,” and later confessed to having committed these acts on four separate occasions.
Prosecutor Simon Duncan outlined that Barrow had traveled from his residence on Eastwood Road, Burtonwood, Warrington, to Oak Avenue in Newton-le-Willows with the specific intent of engaging in these inappropriate acts.
He revealed that Barrow’s motivation was influenced by online pornography, particularly content from a site called xhamster, which features a category known as “flashing.” Barrow explained that he drew inspiration from this material, fantasizing about having sexual encounters with the girls he targeted.
Further details emerged during the investigation, with Barrow admitting that he had a longstanding attraction to schoolgirls, which he claimed had persisted for about a year.
He also confessed to two counts of engaging in sexual activity in the presence of a child under 13, highlighting the severity of his actions.
The mother of the victim expressed her anger and concern, describing how her daughter felt uncomfortable and frightened by the incident.
She stated, “She and her friends were shocked and confused by what happened, not to mention disgusted.” Judge Sophie McKone presided over the case and addressed Barrow directly, condemning his deliberate actions.
She stated, “You parked deliberately near a school and masturbated in your car knowing and hoping you would be seen by underage schoolgirls.
It was a hope that it would develop into some sexual activity with the girls.
It was a fantasy you had and a fantasy you were playing out.” Judge McKone emphasized the impact on the community, noting that the victim now felt less safe in her neighborhood.
Despite this, she acknowledged that Barrow had previously been a hardworking young man and expressed that he was “very remorseful” for his actions.
Recognizing the importance of public protection and rehabilitation, she sentenced him to 18 months in prison, suspended for two years.
Additionally, Barrow was ordered to complete a sex offender treatment program, undertake a 10-day Rehabilitation Activity Requirement, perform 120 hours of unpaid work, and register as a sex offender for the next ten years.
An indefinite restraining order was also issued, prohibiting him from returning to the Trees Estate or contacting the victim in any way.
