PORTADOWN MAN LLOYD FOWLER CONVICTED OVER CRUELTY TO DOGS IN UNSANITARY CONDITIONS
Lloyd Fowler, a resident of Drumcree Grove in Portadown, Craigavon, was found guilty in his absence of animal cruelty charges related to the neglect and poor treatment of two dogs kept in his property. Born around 1965, Fowler’s case drew attention due to his prior conviction for sending a sexually explicit video to a minor, highlighting a troubling pattern of behavior.The case was initiated by the Armagh City, Banbridge and Craigavon Borough Council, which took action after a series of inspections and investigations into Fowler’s property. On September 3, 2019, an Animal Welfare Officer visited the residence and conducted a thorough inspection of the interior. The officer reported that the house was in an extremely unsanitary state, with the floors and surfaces cluttered with rubbish and numerous empty cans of dog food scattered across the kitchen and living areas. The conditions inside the property were deemed to be highly unsuitable for any living creature, especially the animals kept within.
Following this initial visit, the authorities obtained a search warrant on September 26, 2019, allowing them to return to the property with a veterinarian. The vet’s assessment confirmed the severity of the neglect, leading to the decision to seize both dogs from the premises. The animals were removed for their own safety and well-being, and subsequently placed into the care of the Council. Recognizing the gravity of the situation, Fowler voluntarily signed over ownership of both dogs, which were later successfully re-homed to loving families.
In the court proceedings, Fowler was ordered to pay a total fine of £672. Additionally, he received a ten-year ban from keeping any animals, a restriction that will remain in effect until November 2030. This case underscores the ongoing efforts by local authorities to combat animal cruelty and ensure the welfare of animals in the community, particularly in areas like Portadown where such neglect was uncovered.
