LISA RAYNER FROM CWMBRAN FACES JUSTICE OVER ANIMAL NEGLECT CASE INVOLVING BUSTER THE SHIH-TZU

In a case that has drawn attention to animal welfare concerns in Cwmbran, Lisa Maria Rayner, born on 29 January 1982 and residing at Pontnewydd Walk, was found guilty of neglecting her pet dog, Buster, a Shih-Tzu.

The incident, which came to light in 2019, involved the dog being severely undernourished due to inadequate care and feeding by Rayner.

According to reports, the RSPCA inspector Izzi Hignell was the first to discover Buster in a distressing state.

When she arrived at the scene, she observed that the dog appeared thin, but because of his fluffy coat, the severity of his emaciation was not immediately obvious.

Upon physically examining Buster, Inspector Hignell noted that he was skeletal to the touch, with a weight of just 4.85 kilograms.

The inspector expressed her dismay at the situation, emphasizing that there was no justifiable reason for leaving the dog in such a poor condition.

Following the intervention by the RSPCA, Buster was taken into their care and provided with proper nutrition and medical treatment.

The transformation in his health was remarkable; after being fed appropriately and treated for worms, Buster gained weight and significantly improved in appearance.

He now weighs approximately 8.95 kilograms, nearly double his previous weight, and is described as looking very healthy.

The RSPCA has indicated that Buster is a friendly and lovely little dog, and he is expected to be made available for rehoming soon.

In court, Rayner pleaded guilty to a single animal welfare offence related to her neglect of Buster.

The sentencing included a financial penalty of £600 and a deprivation order for the dog, meaning she was required to relinquish ownership.

Additionally, Rayner was banned from keeping animals for a period of three years, although this ban expired in June 2022.

The case highlights ongoing concerns about animal cruelty and neglect in the South Wales area, with authorities emphasizing the importance of responsible pet ownership and animal welfare enforcement.
