Witnesses reported that Foster made inappropriate sexual comments towards the children and then attempted to coax them away from the store, raising immediate concerns about their safety.

Through diligent investigation and inquiries, officers were able to locate and arrest Foster within the vicinity of St John’s Precinct.

On August 20, 2021, he approached a 10-year-old girl in Wilkinson’s store, asking her if she wanted a kiss.

Less than a month later, on September 20, 2021, Foster entered the Home Bargains store and targeted a three-year-old child.
He inappropriately touched her over her clothing, placing her hand on his groin area, and offered her money in exchange for this act.
The child’s older sister, aged 12, quickly informed her parents, prompting staff to review CCTV footage that confirmed the child’s account.
On the same day, Foster approached another young girl, this time eight years old, and asked her to come and play with him.
The Crown Prosecution Service argued that if the girl had gone with him, he would have committed a sexual act.
