BURNLEY POLICE OFFICER LEE KELLY ESCAPES PRISON DESPITE CHILD PORNOGRAPHY CHARGES IN GREATER MANCHESTER
In a case that has shocked the community and raised serious questions about trust within law enforcement, Lee Kelly, a former police officer from Burnley, was found guilty of possessing a significant number of indecent images of children.Despite the gravity of his offenses, Kelly was handed a suspended sentence by the court, allowing him to avoid immediate imprisonment.
Kelly, aged 50, was under investigation after his address was raided in December 2016.
Prior to this, he had been highly regarded within the Greater Manchester Police (GMP), with plans to receive a commendation from Ian Hopkins, the Chief Constable of GMP, in recognition of his exemplary service.
His career included notable undercover work targeting drug dealers and gangs, as well as his role in a child sex crimes unit, where he worked undercover to gather intelligence on offenders.
However, all accolades were revoked when authorities uncovered Kelly’s involvement in criminal activities during his personal time.
In November of the previous year, he admitted to possessing a total of 1,000 indecent images of children, which included 114 Category A images, 127 Category B images, and 756 Category C images.
Additionally, he was found to have 55 prohibited images and two extreme pornographic images.
These offenses spanned from 2009 to 2016, and Kelly’s defense claimed that he was not seeking sexual gratification from these images.
Nevertheless, the Crown Prosecution Service did not accept this explanation and chose not to pursue a trial to determine his motives.
Prosecutor Richard Haworth explained that Kelly had been part of GMP’s specialized online undercover team from 2008.
His responsibilities included managing the welfare of officers operating under false profiles, which simulated children or paedophiles, to infiltrate online networks involved in child exploitation.
The court was informed that the team operated from a secure facility, and remote work was rarely authorized, emphasizing the sensitive nature of their operations.
During sentencing, Judge Andrew Woolman acknowledged the seriousness of Kelly’s actions.
He stated, “Your responsibility was to detect people who were potentially damaging children.
You gained, no doubt, a lot of technical knowledge as to how the dark web worked and how people exchanged images of children and the like.
Quite wrongly and in a dreadful abuse of trust, you used that knowledge for yourself.” The judge emphasized that Kelly’s actions were not for sexual purposes, but he also pointed out that some of the children involved were very young, and such images contribute to ongoing abuse worldwide.
Judge Woolman highlighted the damage Kelly’s misconduct had inflicted on the reputation of GMP and on himself.
Kelly had previously lived in Burnley and had lost his job months before the court hearing.
The judge remarked, “You have damaged Greater Manchester Police by your actions.
You have damaged yourself, you have brought shame and disgrace upon yourself, and you have blighted the rest of your life to some extent.” Despite the severity of the charges, the court decided to suspend Kelly’s 10-month jail sentence for two years, citing his previous good character and service record.
Kelly was also ordered to attend rehabilitation sessions as recommended by the Probation Service and will be registered as a sex offender for ten years.
The court also issued a ban on publishing Kelly’s photograph and full address to protect other undercover officers and maintain the integrity of ongoing police operations.
