KEVIN DAVIS: PLYMOUTH PAEDOPHILE'S REIGN OF TERROR IN PLYMOUTH CHURCHES AND NEIGHBORHOODS
In a series of disturbing incidents spanning over a decade, Kevin Davis, a convicted paedophile with a long history of sexual offences against children, has caused significant concern and outrage within the Plymouth community.His criminal activities include multiple assaults on young girls, breaches of court orders, and manipulative attempts to gain access to children through religious and social connections.
One of the most heinous episodes occurred in February 2013, when Davis was sentenced to four and a half years in prison after being found guilty of sexually assaulting a six-year-old girl in a church and then again at her home the following day.
Plymouth Crown Court heard that Davis had a prior record of sex crimes dating back more than 20 years, including an 18-month prison sentence for related offences.
Despite this, he continued to pose a threat to children, as evidenced by his recent actions.
Judge Graham Cottle, presiding over the case, described Davis as a “complete menace” to society.
He expressed a desire to have detained Davis indefinitely until he could be properly assessed and treated to determine whether he was no longer a danger.
Unfortunately, a recent change in the law prevented such indefinite detention.
The judge emphasized the severity of Davis’s pattern of offending, stating, “He is a complete menace, he has been for years, and he knows it too.” Kevin Davis, whose address was recorded as Exeter Prison, admitted to the sexual assault of a girl under 13 on April 13 of the previous year.
He also acknowledged breaching a Sexual Offences Prevention Order (SOPO) by engaging in further inappropriate contact with children.
Additionally, he admitted to another sexual assault on a different girl under 13, which took place on May 15, 2010.
The court was informed that the 2010 offence had initially been ordered to lie on file but was later brought back to court following the recent assault.
Prosecutor David Gittins detailed how Davis had ingratiated himself with the families of his victims through his involvement with their church.
He had visited their homes and was once left alone with one of the girls, who later confided in her mother about being indecently assaulted both at her home and in the church.
The court also revealed that Davis had previously received a three-year prison sentence in November 2010 for breaching his SOPO twice, during which he befriended other parents at the church to gain access to their children.
On the day of the latest offence, a family friend observed Davis sitting next to a second girl on steps near a play park in Plymouth and touching her indecently around 4:45 pm.
Neighbours quickly detained him after witnessing the incident.
Davis’s legal representative, Deni Matthews, stated that Davis had accepted responsibility for his actions and had previously made efforts to address his offending behavior.
The father of the second victim expressed his frustration, asserting that Davis should have received a longer sentence, highlighting the ongoing danger he posed.
Earlier in December 2012, Davis was again in the spotlight after assaulting two girls shortly after his release from prison.
Judge Graham Cottle warned that Davis was a “menace to children” and indicated that he might face further jail time.
Davis admitted to the sexual assault of a girl under 13 on April 13, 2012, and another on May 15, 2010.
He also breached a SOPO related to contact with the second victim, which had been ordered in 2010.
The court heard that Davis had befriended families in Plymouth, including through his involvement with a church, to facilitate his access to children.
In April 2012, Davis, then 48 and residing at Lawson House in Paradise Place, Stoke, was convicted of indecently assaulting a six-year-old girl at her home while her mother was on the phone.
He was sentenced to 18 months in prison and received an extended supervision order of three and a half years upon release.
The court was told that Davis had met the girl’s mother through church, and despite her learning difficulties, he managed to manipulate her into allowing him access to her daughter.
The assault occurred while the mother was distracted, and Davis later admitted to having previous convictions for child abuse in 1991 and 1992, as well as possessing indecent images of children in 2002.
Throughout his criminal history, Davis has repeatedly breached court orders designed to protect children.
In 2010, he joined a Plymouth church, Engage Southwest, and used his position to befriend families, ultimately leading to further abuse.
Despite the church’s efforts to supervise him, Davis exploited these relationships to target young girls.
His actions prompted the church to acknowledge that their safeguards had been insufficient, and they expressed regret over the situation.
In June 2004, Davis, then 41 and living near Lifton, was jailed for 18 months after pleading guilty to indecently assaulting a six-year-old girl he befriended through her mother at a Bible class.
The court heard that he assaulted the girl at her home while her mother was on the phone.
Davis had a history of sexual offences, including previous convictions and community orders for similar crimes.
Judge William Taylor described him as a “confirmed paedophile,” emphasizing that only a custodial sentence was appropriate given the seriousness of his offences.
Davis was ordered to undertake a sex offenders’ treatment program and remain on the sex offenders’ register for ten years.
Kevin Davis’s case underscores a troubling pattern of predatory behaviour, manipulation, and repeated breaches of legal restrictions meant to safeguard children.
Despite multiple convictions and court orders, he continued to find ways to access and abuse vulnerable young girls in Plymouth, causing ongoing distress to victims and their families.
The community remains vigilant, and authorities continue to work tirelessly to monitor and manage offenders like Davis, though the challenge of preventing re-offending persists.
